Program delivery update: IL 3 – Designation of Officers and Delegation of Authority

The Instrument of Designation and Delegation (IDD) has gone through an ad-hoc review and has been updated (effective March 7, 2023). The update includes
- the removal of references to the Minimizing the Risk of Exposure to COVID-19 in Canada Order (Prohibiting of Entry into Canada from any country other than the United States) and Minimizing the Risk of Exposure to COVID-19 in Canada Order (Prohibition of Entry into Canada from the United States)
- the removal of the delegations and designations for the Immigration Branch and the Refugee Affairs Branch, as these branches have been dissolved
- the addition of delegations and designations for the following new branches: the Permanent Economic Immigration Branch, the Social and Temporary Migration Branch, the Asylum Policy Branch, and the Resettlement Policy Branch
- the revised delegation of IDD item 22 for the International Experience Canada program from the Immigration Branch, Director General, to the Citizenship Branch, Director General
- the correction of an error under IDD item 165 for CBSA to designate the CBSA Hearing officer, Hearing Advisor, and the Manager of Litigation Management Unit
- the addition of paragraph 10.3(1)(h.1) and 10.3(1)(h.2) of the IRPA, and subsection 10.3(1.1) of the IRPA under IDD item 1, Ministerial Instructions
