This update provides revised instructions related to the assessment of regional and federal Economic Mobility Pathways Pilot (EMPP) applications, more specifically regarding pre-departure services provided by the International Organization for Migration (IOM).

Mention of the IOM supporting with the completion of application forms has been removed from the instructions.

Mention that arrangements for travel to Canada, with accommodation and meals are provided until the client reaches the first port of entry in Canada under the Immigration Loans Program (ILP) for IOM services has been added.

The EMPP is Canada’s model for refugee labour mobility, and it aims to address Canadian labour shortages while providing durable solutions for refugees with the skills and qualifications that Canadian employers need.
