Program delivery update: Temporary special measures in response to the 2023 earthquake in Morocco

These operational instructions include processing instructions related to temporary special measures to support Moroccan nationals already in Canada on a temporary basis who may wish to extend their stay due to the earthquake as well as Canadian citizens and Canadian permanent residents in Morocco who are in need of replacement travel or citizenship documents to return to Canada.

As some permanent residence applicants in Morocco may have lost their passport during the earthquake and seeking replacements may be time-consuming or difficult as the country manages the crisis, these special measures also waive the requirement to hold a passport or travel document to be approved for a permanent resident visa to come to Canada.

These special measures will be in effect from October 19, 2023, until March 12, 2024.
