Program delivery update: IL 3 - Designation of officers and delegation of authority

The Instrument of Designation and Delegation (IDD) has gone through a significant review and has been updated effective December 15, 2025. The updates include:

Expanded delegations

3 new items added to the IDD

  1. Quebec selection refusals: Resettlement Operations officers can now refuse permanent resident visas if Quebec’s selection criteria aren’t met, streamlining PSR processing.
  2. Communicable disease list authority: The authority to designate countries requiring Immigration Medical Exams (under IRPR 30(2)) is reinstated to the Director General of the Migration Health Branch, correcting a previous omission.
  3. Refugee claim eligibility delegation: The authority to determine refugee claim eligibility is split—lower-level agents can confirm eligibility, while higher-level officers handle ineligibility decisions.
