The public policy to facilitate open work permits for foreign nationals in an expression of interest pool under a Provincial Nominee Program (PNP) has been extended until December 31, 2025. Originally set to expire on December 31, 2024, the policy allows foreign workers who are currently employed in a province/territory and who have received a support letter from their province or territory of residence to apply for an open work permit valid for up to 2 years.

The policy requires that participating provinces—specifically Alberta, Manitoba and Yukon—sign a letter of intent (LOI) with IRCC. Alberta is no longer a participating province; however, foreign workers in Alberta who were issued an open work permit support letter confirming their eligibility under the Provincial Nominee Program on or before December 31, 2024, remain eligible. This updated policy will remain in effect until December 31, 2025.
