Appendix B illustrates the BIP logic model that serves as a visual description for the program.  This logic model contains three main sections: activities, outputs and outcomes.

The logic model is divided in two components, one related to the program management, and one related to the program delivery.

The Program Management component relates to the following activities: policy, guidance, liaison, research and monitoring. These activities then contribute to the following outputs: new operational tools, manuals, protocols, program procedures and processes. In turn, these outputs contribute to the immediate outcome of having ‘efficient policy and procedures for BI program delivery’.

This program management immediate outcome then contributes to the program delivery component of the program.

The Program Delivery component is divided into three sections that relate to: the three classes of BIP, Entrepreneur Immigrants and Investor Immigrants more specifically.  A set of activities, outputs and immediate outcomes relate to each of those three sections.

There is one main activity that relates to the three classes of the BIP: attracting and processing of the three classes of business immigrant applications. This activity then contributes to the output of making ‘selection decisions on business immigrant application’.  In turn, this output contributes to one immediate outcome, which is that the ‘selection process is consistent, objective and efficient’.

There is one main activity that relates more specifically to Entrepreneur Immigrants: compliance monitoring of Entrepreneurs’ business activity. This activity then contributes to the output of ‘Documentary evidence of compliance or non-compliance with Entrepreneur Program conditions’. In turn, this output contributes to one immediate outcome, which is ‘New business start-ups, job creation and job retention’.

There is one main activity that relates more specifically to Investor Immigrants: Receipt and allocation of investor funds and provincial fund monitoring. This activity then contributes to the output of having ‘low-cost capital for provincial investment’. In turn, this output contributes to one immediate outcome, which is having ‘additional provincial investment in economic development’.

The three immediate outcomes identified for the three classes of the BIP, and for Entrepreneur Immigrants and Investor Immigrants more specifically all contribute to three intermediate outcomes:

  • Selected and admitted  BI class immigrants are economically established in Canada
  • Additional job opportunities for all Canadians
  • Benefits of expanded economic development activities are shared across Canada

Together, these intermediate outcomes contribute a final outcome: Migration of permanent and temporary residents that strengthens Canada’s economy. This final outcome is the Strategic Outcome 1 of the departmental Program Alignment Architecture.
