We are stabilizing permanent resident (PR) levels, keeping them at less than 1% of the total population beyond 2027.
New PRs are planned to be only 0.9% of the population in 2028.
Economic PRs will represent about 63% of new immigrants in 2026, and 64% in both 2027 and 2028—the highest percentage in over a decade.
Between 21–22% of new PRs will be under the Family Class, 13% will be under Resettled Refugees and Protected Persons.
We have 16 900 spaces over three years for the Humanitarian & Compassionate and Other category for our humanitarian commitments (e.g., Sudan, Ukraine, Hong Kong), and for applications based on humanitarian and compassionate grounds.
We also committed to increase Francophone permanent residence targets outside Quebec to 12% by 2029. This will strengthen Francophone minority communities throughout Canada.
