- We are lowering temporary resident (TR) numbers while prioritizing those who fill specific labour market needs.
- To reduce the temporary population to less than 5% of Canada’s population by the end of 2027, targets for new TR arrivals have been reduced to:
- 385,000 in 2026, and
- 370,000 in 2027 and 2028
- In 2026, the target for new temporary worker arrivals is 230,000.
- 37% fewer than last year’s target.
- In 2026, the target for new international student arrivals is 155,000.
- 49% fewer than last year’s target.
- Workers will make up close to 60% of all new TR arrivals in the next three years.
