How to get a police certificate – Palestine
If you need to give your fingerprints for a police certificate, this isn’t the same as giving your biometrics (fingerprints and photo) for an application.
Name of the document you need
Certificate of Good Conduct issued by the Ministry of the Interior in Ramallah
We do not accept Certificates of Good Conduct—Free of Ex-Crime issued from the Ministry of the Interior in Gaza.
Police certificate and IRCC requirements
You must provide a police certificate when you apply for:
- permanent residence
- citizenship
- some temporary residence programs

How to apply
If you live in Gaza
You can choose one of the following 2 options:
- If you have friends or relatives in the West Bank, you can apply for a power of attorney (Wakala), issued in Gaza through the Palestinian Bar Association. Giving your friend or relative the power of attorney allows them to submit a request on your behalf at the Ministry of the Interior in Ramallah.
- Apply at a service centre in Gaza and submit an application to get a Certificate of Good Conduct. The service centre will get the approval from the Palestinian Bar Association and then forward it directly to the Ministry of the Interior in Ramallah for processing.
Once you get the Certificate of Good Conduct issued in Ramallah, forward a copy to the office processing your application or include the police certificate with your application.
If you live in the West Bank
Get a Certificate of Good Conduct from the office of the Ministry of the Interior (in Arabic only) in Ramallah.
If you live outside of Palestine
Contact your nearest Palestinian mission or embassy.
