If you live in Paraguay:

You should apply at the Policía Nacional, Departamento de Identificaciones in Asunción in person or through a representative authorized in writing to act on your behalf. Instructions and more information is available on the Tramites Paraguay website (in Spanish only).

If you live outside of Paraguay:

You should apply through the Paraguayan embassy or consulate, or you can fax or mail a copy of your cedula and a written authorization to a close relative (your father, mother, son, daughter or spouse) to apply on your behalf.
