Each participating province, territory and community has their own process for accepting applications.

The following provinces and territories have agreed to participate in the EMPP, through the Provincial Nominee Program (PNP):

Through the Rural and Northern Immigration Pilot (RNIP), skilled refugees will be able to apply to participating rural communities.

The United Nations Refugee Agency (UNHCR)

We work with the UNHCR regularly, as a main referral partner for several refugee programs. The UNHCR advises on refugee policy and protection safeguards, following its mandate and the Global Compact on Refugees. It helps persons of concern access the EMPP through field operations and partners in refugee-hosting countries.

Microloans for candidates

Windmill Microlending supports the EMPP by offering low-interest microloans to eligible refugee candidates who

  • don’t have the minimum funds to meet settlement requirements
