Participant Funding Allocated for the Review of Environmental Assessment Processes

Public Notice

April 13, 2018 — The Canadian Environmental Assessment Agency has allocated $5,802,253.34 to 174 Indigenous funding applicants and $13,065.94 to 25 other funding applicants to assist their participation in the federal review of environmental assessment processes. These funds were allocated from September 2016 to September 2017.

This funding was made available through the Participant Funding Program administered by the Agency. The program supports public participation that contributes to an open, balanced process and strengthens the quality and credibility of federal environmental assessments.

The Canadian Environmental Assessment Agency

The Canadian Environmental Assessment Agency administers the federal environmental assessment process, which identifies the environmental effects of proposed projects and measures to address those effects, in support of sustainable development. The Agency administers a Participant Funding Program to provide limited financial assistance to individuals, incorporated not-for-profit organizations and Indigenous groups to help prepare for and participate in key stages of environmental assessments undertaken by the Agency or by review panels.

The review

In June 2016, the Government of Canada announced it would undertake a review of federal environmental assessment processes. In August, an Expert Panel was announced, that would oversee the review and engage with Canadians both online and in-person. The Panel went to 21 cities, received over 500 online submissions, and welcomed over 1,000 participants at engagement sessions.

The Expert Panel report is one component of the Government of Canada’s review of environmental and regulatory processes which was launched in June 2016. The other components that were launched included reviews to modernize the National Energy Board, as well as to restore lost protections and introduce modern safeguards to the Fisheries Act and the Navigation Protection Act.

On February 8, 2018 the Government of Canada proposed new legislation that would put in place better rules to protect the environment, fish and waterways, and rebuild public trust in how decisions about resource development are made. The new rules must still be passed by Parliament.

As part of the government's commitment to renewing its relationship with Indigenous people based on recognition of rights, mutual respect, cooperation and partnership, the government will continue working with Indigenous groups to ensure their input informs regulatory and policy development. Working with Indigenous communities and ensuring they are fully engaged in the process is central to this process working.
