Section 1: institutional GBA Plus governance and capacity
Governance
In 2023-24, PacifiCan continued to fulfill its GBA Plus responsibilities through the establishment of a GBA Plus Centre of Expertise. The Centre of Expertise acts as the main point of contact for GBA Plus information within the Agency. The Centre of Expertise ensures that GBA Plus requirements are fulfilled by the Agency, participates in federal interdepartmental initiatives, and responds to requests to support GBA Plus implementation.
Capacity
In 2023-24, the priority was increasing awareness and knowledge of GBA Plus within the Agency. The GBA Plus Centre of Expertise established a resource library on the Agency’s intranet site to provide staff with convenient access to GBA Plus related templates, tools and training materials. The GBA Plus Centre of Expertise also co-hosted, with Women and Gender Equality Canada, an all-staff training session on GBA Plus. The Agency also created inclusion profiles on women, Indigenous peoples and youth in B.C. to guide program and policy development.
Human resources (full-time equivalents) dedicated to GBA Plus
PacifiCan has a total of 0.5 FTE dedicated to working on GBA Plus. This includes staff dedicated to GBA Plus implementation, in addition to other staff who conducted research or collected internal data for reporting purposes.
Section 2: gender and diversity impacts, by program
Core responsibility: Economic Development in British Columbia
Program name: Business Growth
Program goals: support British Columbian businesses, industry, and research organizations to enhance their productivity, participation in global markets, and competitiveness.
For monitoring and reporting program impacts by GBA Plus under this program, the Agency collects data from clients, when applicable, on:
- number of highly qualified personnel (HQP) jobs, including in science, technology, engineering, and mathematics (STEM), created for women, Indigenous people, youth, visible minorities, and persons with disabilities; and,
- number of non-HQP jobs created for women, Indigenous people, youth, visible minorities, and persons with disabilities.
Target population: Specific region (British Columbia) or sectors of the economy
Program name: Business Services
Program goals: provide services to prospective and current entrepreneurs to help start, grow, or expand small businesses across British Columbia by providing financial support to the Pacific Business Service Network members in the province.
The Agency does not collect data under this program for monitoring or reporting program impacts by GBA Plus through its internal administrative/program database.
The outcomes of the Community Futures Program in British Columbia, supported by PacifiCan, will be reported in the annual analysis prepared by Statistics Canada and through program evaluation every five years.

Program name: Community Initiatives
Program goals: provides targeted funding to support economic development activities in communities across British Columbia.
For monitoring and reporting program impacts by GBA Plus under this program, the Agency collects data from clients, when applicable, on:
- number of HQP jobs, including in STEM, created for women, Indigenous people, youth, visible minorities, and persons with disabilities; and,
- number of non-HQP jobs created for women, Indigenous people, youth, visible minorities, and persons with disabilities.
During times of economic uncertainty due high cost of living, inflation and extreme weather events, people in underrepresented groups tend to experience stronger adverse impacts. These data enable PacifiCan to identify how well PacifiCan’s interventions are helping the underrepresented groups across British Columbia to weather these impacts. These data also track how PacifiCan’s assistance is helping both rural and urban communities enhance their economic growth and create jobs for all gender, age, and other diversity groups.

Program name: Innovation
Program goals: makes strategic investments with British Columbian businesses, industry organizations and post secondary institutions to enhance business innovation through research and development, and technology commercialization.
For monitoring and/or reporting program impacts by GBA Plus under this program, the Agency collects data from clients, when applicable, on:
- number of HQP jobs, including in STEM, created for women, Indigenous people, youth, visible minorities, and persons with disabilities.
The data enable PacifiCan to identify whether its assistance is helping businesses in British Columbia grow through innovation while creating well paying jobs for people in underrepresented groups. The outcomes will be reported through program evaluation.

PacifiCan is the Government of Canada’s economic development agency dedicated to British Columbia. PacifiCan promotes growth and diversification in B.C.’s economy by enhancing innovation, improving business competitiveness, and promoting inclusive growth for all British Columbians by increasing the economic participation of underrepresented groups. This includes fostering opportunities for Indigenous peoples, women, youth, 2SLGBTQI+, persons with disabilities, newcomers to Canada, and members of official language minority communities.

Other key program impacts
In 2023-24, PacifiCan supported inclusive economic growth throughout British Columbia, including focusing on creating economic opportunities for women, youth, and Indigenous peoples. Furthermore, the Agency delivered targeted programming that directly benefited other under-represented groups, such as Black entrepreneurs, Francophones, and entrepreneurs with disabilities.
