The repayment deadline to receive partial forgiveness under the Regional Relief and Recovery Fund (RRRF) has been extended to March 28, 2024 for projects in good standing.

Background Information on Regional Relief and Recovery Fund (RRRF)

Pacific Economic Development Canada (PacifiCan) provides eligible small and medium-sized enterprises (SMEs) with an interest-free repayable contribution of up to $60,000 to help alleviate financial hardship resulting from COVID-19 during the period of April 1, 2020 – March 31, 2021. The objective is to assist western Canadian SMEs that do not qualify for the Canadian Emergency Business Account (CEBA) program, or the “RRRF – Community Futures Stream.”

When to apply

The last day to submit an RRRF application was June 30, 2021, no later than 11:59 pm Mountain Time. Applications are assessed as they are received.

Funding is subject to availability. To ensure the benefits are available to as many businesses as possible, PacifiCan funds only 1 business per person.

How to apply

Step 1. First, you must apply for initial funding of up to $40,000 based on your company’s operating deficit (total operating costs minus revenue) from April 1, 2020 – September 30, 2020.

Step 2. Once your business has applied for the initial funding, you will be invited by email to apply for the expansion funding of up to $20,000 based on your company’s operating deficit (total operating costs minus revenue) from October 1, 2020 to March 31, 2021.

If you have already received funding or submitted an application for up to $40,000 and want to submit an application for the expansion funding, please go to how to apply for the expansion of up to $20,000.

Step 1. Apply for initial funding of up to $40,000

  • 1. Check the eligibility criteria to make sure your business qualifies for this funding
    1. Your business is located in Western Canada (defined as British Columbia, Alberta, Saskatchewan or Manitoba).
    2. Your business is not located in a rural area serviced by a Community Futures (CF) office.
    3. Your business has fewer than 500 full-time employees (FTEs).
    4. Your business is not eligible for, or has been declined for, CEBA funding.
    5. Your business is not eligible for the “RRRF – Community Futures stream”.
    6. Your business is not eligible for the “RRRF – Women’s Enterprise Initiative stream”.
    7. Your business was operational as of March 1, 2020.
    8. Your business has suffered financially because of the COVID-19 pandemic.
    9. You intend to continue operations in Western Canada.

    Examples of businesses that are not eligible to apply to the RRRF

    • sole proprietorships
    • not-for-profit organizations
    • government organizations or bodies, or entities owned by a government organization or body.
    • unions, charitable, religious or fraternal organizations or entities owned by such an organization or if you are, you are a registered organization that has filed your T2 return or T3010 return and that generates a portion of your revenue from the sales of goods or services
    • entities owned by any federal member of Parliament or senator
    • entities that promotes violence, incites hatred or discriminates on the basis of sex, gender identity or expression, sexual orientation, colour, race, ethnic or national origin, religion, age or mental or physical disability, contrary to applicable laws

    Organization information section

    • Legal name of applicant organization: The name of the business or organization.
    • Operating name: The name under which the business is publicly conducted e.g., 123456 Western Ltd., operating as XYZ Technologies.
    • Operating facilities: Select each province where your operating facilities are located.
    • Federal lands: Indicate whether any of the proposed activities will occur on federal lands, as defined in the Impact Assessment Act. Activities on federal lands could be subject to additional requirements.
    • What date did your business commence operations in Canada? Provide the date you started business operations in Canada. This may differ from your date of incorporation.
    • Organization type: Select from the drop down menu, what most accurately reflects your organization type. This program supports only for-profit companies. Not for-profit organizations are not eligible to apply.
    • Business structure: Select the business structure most applicable. Sole proprietorships are not eligible to apply.
    • Number of employees: Indicate the number of full-time equivalent employees (FTEs) working for your business. Part-time employees should be calculated based on their equivalent FTE (i.e., 1 part time employee working approximately 20 hours per week should be represented as 0.5 FTE).
    • Note: RRRF is open to SMEs with less than 500 full-time employees.
    • Women-owned, Indigenous-owned, Tourism business: Select if applicable (optional). Information is collected for Government of Canada reporting purposes. It is not an eligibility factor.

    Organization unique identification number section

    • Canada Revenue Agency (CRA) business number: The business number is a unique 9-digit number assigned by the CRA.
    • Incorporation type: Select the category that most accurately reflects your incorporation type. If provincially incorporated, indicate the province.
    • Incorporation number: As shown on your certification of incorporation.
    • Date of incorporation (YYYY-MM-DD): The date stated on the company’s articles of incorporation.

    Primary contact section

    • Primary contact information: Indicate the person authorized to represent the business or organization. This person is the main point of contact regarding the funding request.

    Financial information section

    • Reported salary expenses from January 1, 2019 to December 31, 2019: Information is collected for Government of Canada reporting purposes. It is not an eligibility factor.
    • Arrears on outstanding debt: Has your business been in arrears for more than 3 months on outstanding debt in the last year? If you select Yes, this does not make you ineligible for RRRF funding. However, additional follow up may be required.
    • Operating costs between April 1, 2020 - September 30, 2020: The purpose of this program is to support fixed operating expenses that are not supported through other programs. This includes costs such as: utilities, insurance, debt expense (e.g. interest payments, bank charges), professional fees, rent, wages and salaries, property and business taxes and other costs. Provide explanation of other costs.
      Costs that are subsidized/funded in whole or in part through Canada Emergency Wage Subsidy (CEWS) or any other government programs should not be included or claimed as costs in your RRRF application.
      For example, if you have received $20,000 from CEWS for salary costs, you should not claim this amount in your costs on your RRRF application.
    • Revenue between April 1, 2020 - September 30, 2020: Indicate your revenue for this 6-month period.
      Funds received from CEWS or other government programs to cover operating costs during the claim period should not be included as revenue in your RRRF Application.
      For example, if you have received $20,000 from CEWS for salary costs, you should not include this amount as revenue on your RRRF application.
    • Operating balance: This is a determination of your operating deficit, which is an automated calculation of your total operating costs minus total revenue. The amount of funding requested in the application must not exceed the amount calculated as your operating balance. For example, $100,000 (operation costs) minus $75,000 (revenue) equals $25,000 (operating deficit). In this example, the application for RRRF funding could not exceed $25,000. If approved, you would receive $25,000 (the amount of your deficit) not the full $40,000.

    Provide a description of your organization and its principal business line(s).

    Bank account information section

    Your bank account information is requested by PacifiCan for the purpose of administering electronic payment/repayments.

    • Attach a blank "VOID" cheque from the account you wish to use for electronic payments, OR
    • Obtain a bank letter/confirmation directly from the bank (e.g. direct deposit notification form).

    Authorized official of the applicant organization acknowledgements section

    Ensure you have read and agree with the acknowledgements and certify that all statements and information in this application are true, complete, and correct the best of your knowledge. The individual authorized to sign the application on the organization’s behalf has reviewed the application and agrees that the information provided is accurate.

    • The application form must be submitted by a member of your organization with signing power/authority to enter into a legal agreement.
    • Note that PacifiCan may conduct a credit check (e.g. Equifax) for funding requests.
  • 4. Attach all requested documentation to your application
    • Supplementary materials other than those identified in the application is not assessed and should not be submitted.

Step 2. Apply for the expansion of up to $20,000

The maximum amount of funding under the expansion is up to $20,000 regardless of the original amount approved (i.e. if a successful applicant did not receive the full $40,000, they can stll only apply for up to a maximum of $20,000).  Funding is based on the company’s operating deficit from October 1, 2020 to March 31, 2021.

  • 1. Check the eligibility criteria to make sure your business qualifies for this funding

    Once you have applied or have received a repayable contribution under the RRRF Program (up to $40,000), you will receive an email invitation with a link to apply for up to $20,000 more based on your company’s operating deficit (total operating costs minus revenue) from October 1, 2020 to March 31, 2021.

    To apply for the funding expansion of up to $20,000, businesses must meet the following mandatory criteria:

    • Have already received funding or submitted an application for the initial funding of up to $40,000
    • Have the reference number from your original application and a CRA business number (or provincial incorporation number) that matches the one in your original application
    • Continue to meet the eligibility requirements of the initial RRRF funding of up to $40,000
  • 2. To access your RRRF expansion application form, click on the link included in the email inviting you to apply to the RRRF expansion program

    If you have already obtained or submitted an application for the initial funding of up to $40,000, you should have received an email invitation to apply for the expansion up to $20,000. The subject line of the email is "Regional Relief and Recovery Fund (RRRF) Expansion."

    Client validation

    Application Reference Number: This is the "Application Reference Number" you would have received from PacifiCan.  It has the following format C19-XXXXXX.

    • CRA Business Number: The business number is a unique 9-digit number assigned by the CRA.
    • Incorporation number: As shown on your Certification of Incorporation.
    • Project Number: If you were approved for RRRF funding (up to $40,000), you would have received a contribution agreement with the project number located at the top right hand corner of the agreement.

    Canada Emergency Business Account Validation (CEBA)

    CEBA Funding: You must confirm that you have not or will not be receiving CEBA funds in order to qualify for this additional funding. If you have received CEBA funds, you are ineligible to apply for the RRRF expansion.

    Organization information

    • Legal name of applicant organization: The name of the business or organization.
    • Operating name if different from Legal name: The name under which the business is publicly conducted e.g., 123456 Western Ltd., operating as XYZ Technologies.

    Funding request

    • What amount of PacifiCan  funding is being requested (up to a maximum of $20,000).  Note the funding amount will be the lesser of either $20,000 or the operating deficit (total operating costs minus total revenue).

    Financial information

    • Operating costs between October 1, 2020 - March 31, 2021: The purpose of this program is to support fixed operating expenses that are not supported through other programs. This includes costs such as: utilities, insurance, debt expense (e.g. interest payments, bank charges), professional fees, rent, wages and salaries, property and business taxes and other costs.     Indicate if you would like these additional funds deposited into the same business bank account listed in your RRRF application (up to $40,000). If your response is no, provide an explanation.

Notification of decision

Payment will be issued once the contribution agreement between client and PacifiCan (or WD) is finalized. PacifiCan will make best efforts to respond as quickly as possible. Applicants will receive a notification of decision as soon as the assessment is complete.

Disbursement of the contribution

If an application for funding is approved, you will be asked to review and accept a contribution agreement with PacifiCan (or WD) before funds are disbursed through a single payment.

The total amount of the contribution must be reported as income in the year in which the contribution is received.

Repayment terms

If you repay the outstanding balance on or before December 31, 2023 (extended for one year from December 31, 2022), the following percentage of the contribution will be forgiven:

  • 25% on the first $40,000
  • 50% on amounts above $40,000 and up to $60,000

The forgivable portion is available only if the entire outstanding amount is repaid by December 31, 2023.

For funding of up to $40,000:

  • Repayment of 75%, or up to $30,000, of the contribution amount, on or before December 31, 2023, will result in the forgiveness of 25%, or up to $10,000 of the total contribution.
  • No scheduled monthly repayments are required until after December 31, 2023
  • If 75% of the contribution amount is not repaid by December 31, 2023, the balance owing will be converted to an additional 2-year term repayable contribution (with a fixed monthly repayment schedule), with automatic payments starting on January 1, 2024, and ending on December 31, 2025, with no forgivable portion.
  • The full balance of the contribution amount must be repaid no later than December 31, 2025.

For funding above $40,000 and up to $60,000

  • Repayment of 50%, or up to $10,000, of the contribution amount, on or before December 31, 2023, will result in the forgiveness of 50% or up to $10,000 of the total contribution.
  • No scheduled monthly repayments are required until after December 31, 2023.
  • If 50% of the contribution amount is not repaid by December 31, 2023, the balance owing will be converted to an additional 2-year term repayable contribution (with a fixed monthly repayment schedule), with automatic payments starting on January 1, 2024, and ending on December 31, 2025, with no forgivable portion.
  • The full balance of the contribution amount must be repaid no later than December 31, 2025.

Reporting requirements

If you received a request to submit an Attestation and Reporting of Other Government Funding (funding you received from all levels of government), please consult this guide for help in completing the online form.

Funding recipients will be required to attest that the full amount of the contribution was expended for operating costs, such as rent, wages and salaries, utilities, insurance, debt expenses, professional fees and property and business taxes.

Businesses will be required to submit a final report that includes:

  • number of jobs maintained, as a result of RRRF
  • confirmation that the business is continuing its operations
  • other metrics as may be requested by PacifiCan

PacifiCan may request a copy of the recipient’s financial statements.

About the RRRF

  • What funding options are there for sole proprietors and social enterprises?

    Businesses that are sole proprietors receiving income directly from their businesses, businesses that rely on contractors, and family-owned corporations that pay employees through dividends rather than payroll may be eligible for either:

  • I am eligible to apply under RRRF and CEBA. Which funding should I apply for?

    For RRRF requests delivered by PacifiCan,* up to $40,000 is available to those who have applied, but did not qualify for existing Government of Canada COVID-19 related support such as CEBA. As such, please apply for CEBA before applying for RRRF.

    *Under the “RRRF – CF Stream,” rural SMEs can apply for loans up to a maximum of $40,000. Rural SMEs can apply under CEBA or the “RRRF – CF Stream,” but cannot apply or receive funding from both.

  • I have already applied for funding (up to $40,000) under RRRF, but now I am eligible to apply for CEBA under the expanded eligibility rules. Should I apply for CEBA instead?

    Due to CEBA’s expanded eligibility rules that were announced on May 18, 2020, applicants may wish to withdraw* their RRRF application and apply for CEBA.

    Under CEBA, applicants can receive a full $40,000 regardless of the operating balance of their business. Under RRRF, applicants can only receive the amount of their operating balance (up to $40,000).

  • I have received support from the Canada Emergency Wage Subsidy (CEWS) and/or other government programs. Can I still apply for RRRF Funding?

    Yes, you can still apply.

    If you have received the Canada Emergency Wage Subsidy (CEWS) or the National Research Council Canada Industrial Research Assistance Program (NRC-IRAP) Innovation Assistance Program (IAP), you may still be eligible under the RRRF for financial support. However, the portion of costs for salaries and benefits that were supported by these programs must be excluded from consideration.

    If you have received the Canada Emergency Rent Subsidy (CERS), you may be eligible under the RRRF for financial support. However, the portion of costs covered by CERS (including but not limited to: rent, customary operating expenses, property and similar taxes, property insurance, interest on commercial mortgages, other eligible expenses) must be excluded from your application.

    If you have received funding from other government programs for operating costs during the claim period, you need to exclude them in your cost and revenue reporting in your RRRF application. You cannot claim the same costs for your RRRF application that have already been subsidized by another government program.

About the application

  • Should I include dividend payments as part of the payroll expenses?

    Dividends should not be added to payroll expenses. As such, you may have to report a $0 entry in the payroll field. Please report dividend payments under "other" in the Operating Cost Table.

  • How do I withdraw or update my funding application?

    An email is required from the primary or authorizing official contact stating their request to withdraw or update their funding application.

    Please email the nearest PacifiCan contact centre and include the application number in the request.

  • Is my application transferrable between RRRF and other funding support programs?

    No, PacifiCan's RRRF applications are non-transferrable. SMEs need to resubmit a new application for each funding relief program, including the Community Futures COVID-19 support program.

About the funding expansion of up to $20,000

General

  • I already repaid my original RRRF funding. Can I still apply for the expansion?

    Yes, you may apply for the expansion up to $20,000.

  • Can I apply for an amount other than $20,000 for the expansion?

    Businesses applying for the expansion can apply for any amount up to $20,000 based on financial need. Financial need is determined by operating deficit (total operating costs minus total revenue) between October 1, 2020 and March 31, 2021.

  • If I already received funding through the RRRF program, am I required to apply for the expansion even if I don’t want additional funding?

    No. If you do not require additional funding, you should not apply.

  • I received less than $40,000 under the RRRF Program, am I eligible to apply for the full $20,000?

    Yes. Applicants applying for the expansion can apply for any amount up to $20,000 based on financial need. Financial need is determined by operating deficit (total operating costs minus total revenue) between October 1, 2020 and March 31, 2021.

  • I applied for the RRRF Program (up to $40,000) and my application is still under review. Can I still apply for the RRRF expansion?

    Yes, you can apply.

  • Do I need to submit a new application for the $20,000 expansion?

    Yes, you need to submit a new simplified application. You must provide the reference number included with your original application in the expansion application. If you have already been approved, you must include your project number as well.

  • Where can I find my reference number?

    Your reference number can be found on the confirmation email with subject line: "Application received / Accusé de réception de la demande", that you received after applying for the RRRF program. The reference number should look like C19-00xxxx.

  • If I have already received RRRF funding, where can I find my project number?

    Your 5-digit project number can be found on the top right hand corner of your contribution agreement.

  • Will I automatically get approved for additional $20,000 if I have already received RRRF funding, or is there a chance I will get declined?

    Applicants who have already received RRRF funding must apply separately for the expansion. In order to receive funding, applicants must meet all eligible criteria and demonstrate ongoing financial need and approval is subject to funding availability.

    PacifiCan will validate the status of your company through Canada’s Business Registries. If your company status is found to be dissolved, struck or inactive, your expansion application may be declined.

  • Can I apply for the RRRF Expansion if my original RRRF application was declined?

    No, you cannot apply for the expansion if your original RRRF application has been declined. However you can re-apply to the RRRF program if your circumstances have changed.

  • If I reapplied to the RRRF program, will I need to reapply to the RRRF expansion?

    Yes, you need to re-apply and provide your new reference number.

  • What if I run more than 1 business?

    To ensure the benefits are available to as many businesses as possible, PacifiCan will only fund 1 business per person.

  • Is a Canada Revenue Agency (CRA) business number required to apply?

    The same 9-digit CRA business number used in the RRRF application is required to apply. If you did not include a CRA business number, please include your incorporation number in the application.

  • I did not receive a confirmation email with my reference number, what should I do?

    Please check your junk/spam folder. The email may not be required if you printed or wrote down your reference number after completing the form. If you do not have any record of your reference number, please contact PacifiCan.

  • I made an error in the information I submitted for the expansion application. What should I do?

    If you have made an error in your expansion application, please contact PacifiCan.

  • What do I do if my application is declined?

    All declined applicants will be notified directly by PacifiCan, along with a reason for the decline. An applicant may re-apply if there is new/additional information or to make a correction.

Repayment Terms

  • What are the repayment terms for RRRF funding?

    If you repay the outstanding balance on or before December 31, 2023, the following percentage of the contribution will be forgiven:

    • 25% on the first $40,000
    • 50% on amounts above $40,000 and up to $60,000

    The forgivable portion is only available if all other amounts outstanding are repaid by December 31, 2023. For example, if you received total RRRF funding of $60,000, then $20,000 will be forgiven  if the full $40,000 is repaid by December 31, 2023.

    If you borrowed $40,000 or less

    Repaying the outstanding balance of the contribution (other than the amount available to be forgiven) on or before December 31, 2023 will result in a forgiveness of 25% (up to $10,000).

    Example 1:
    Maximum amount borrowed: $40,000
    Amount repaid By December 31, 2023: $30,000
    Available forgiveness: $10,000

    Example 2:
    Maximum amount borrowed: $20,000
    Amount repaid By December 31, 2023: $15,000
    Available forgiveness: $5,000

    Example 3:
    Maximum amount borrowed: $40,000
    Amount repaid By December 31, 2023: $25,000
    Available forgiveness: $0

    If you borrowed more than $40,000 and up to $60,000

    If you received a total contribution amount above $40,000, the terms of your forgiveness have changed and are described here.

    If you repay the outstanding balance  on or before December 31, 2023, the following percentage of the contribution will be forgiven:

    • 50% on amounts above $40,000 and up to $60,000
