Key priorities
The Parole Board of Canada’s (PBC) top priorities for 2023-24 were as follows:
- Enhance Board member, staff, and organizational capacity in the application of legislative requirements and relevant jurisprudence.
- Cultivate a people management approach that fosters diversity and inclusiveness, recognizes the benefits of flexible work arrangements, and promotes a healthy, respectful, productive and safe work environment.
- Transition to a more digital approach that meets the PBC's evolving requirements and improves client services by enhancing IT services.
- Strengthen responsiveness to the needs of specific populations such as Indigenous Peoples and other groups (e.g., women, Black, and other racialized people, etc.)
- Ensure and optimize the effective delivery of outreach activities to inform community partners, victims, applicants, offenders, and Canadians on the scope of the work of the PBC as an independent administrative tribunal.
Highlights
In 2023-24, total actual spending (including internal services) for the PBC was $77,448,241 and total full-time equivalent staff (including internal services) was 549. Core responsibility 1: Conditional Release Decisions
Actual spending: $47,411,727

Departmental results achieved
- The quality of conditional release decisions is reflected in conditional release outcomes. Over the last five years, 98% of offenders on parole have not been convicted of an offence, and 99% have not been convicted of a violent offence, during their supervision period. Similarly, 99% of offenders who completed their sentences on full parole have not been re-admitted after release because of a violent conviction (five-year post-warrant expiry).

Core responsibility 2: Conditional Release Openness and Accountability

Departmental results achieved
- The PBC delivered a total of 470 outreach activities across Canada in 2023-24, an increase of 80% over the previous year. Of these, 275 were outreach and 195 were in-reach.
- There was a continued emphasis on delivering outreach to racialized and marginalized groups. The PBC participated in approximately 112 Indigenous-related outreach events with community and government partners, an increase of 58% over the previous year (71). It also delivered a total of 54 in-reach activities to Indigenous offenders, an increase of 46% over the previous year (37), of which 11 were with Indigenous women. There were also 46 outreach activities with Black/Marginalized/Racialized communities and/or groups, a 48% increase over the previous year (31). Of these, 14 were in-reach activities with incarcerated individuals.

Core responsibility 3: Record Suspension/Pardon and Expungement Decisions/Clemency Recommendations
Actual spending: $9,814,398
Actual human resources: 70
Departmental results achieved
- In 2023-24, the PBC rendered 2,312 Record Suspension decisions, 10,882 Pardon decisions and also ordered 115 Cannabis Record Suspensions. The PBC also assessed 25 requests for clemency (Royal Prerogative of Mercy).
