Introduction
Many people face challenges on their journey to parenthood. They may need to rely on surrogacy or expensive medical procedures to build their families, if they:
- are experiencing infertility
- are in a same-sex couple
- choose to solo parent
What Canada is doing
Medical Expense Tax Credit (METC)
The METC helps people deal with medical or disability-related expenses by reducing their income tax. In 2022, the Government of Canada broadened the METC to include more expenses related to fertility. The government did this by expanding:
- what counts as an eligible expense
- who you can claim medical expenses for
Fertility-related medical expenses incurred outside of Canada are not eligible for the METC. Neither are fertility-related medical expenses that have been or will be reimbursed, such as through a provincial rebate or grant.
For more information about the METC, visit the Canada Revenue Agency's pages:
- Medical Expense Tax Credit (METC) for surrogacy and other expenses
- Lines 33099 and 33199 – Eligible medical expenses you can claim on your tax return
- Medical expenses – Lines 33099 and 33199 of the return (previously lines 330 and 331 of Schedule 1)
Non-Insured Health Benefits program (NIHB)
The NIHB covers eligible First Nations and Inuit clients for a range of health benefits that are not covered through other:
- social programs
- private insurance plans
- provincial or territorial public health insurance
The NIHB considers coverage on a case-by-case basis for medications used for assisted fertility treatments.

Fertility support and resources from the provinces and territories
Coverage for in-vitro fertilization (IVF) and other fertility treatments varies greatly across the country. Some provinces and territories cover certain fertility-related medical procedures while others do not. Some also provide information about infertility on their websites. Consult the table below or your local health care provider for more information.
