Release of the Public Service Commission of Canada’s 2023 to 2024 annual report

Today, the Public Service Commission of Canada (PSC) released its Annual Report for Fiscal Year 2023 to 2024, which provides an overview of the health and integrity of hiring and non-partisanship in the federal public service.

The report highlights important developments in public service hiring practices over the past fiscal year. Notably, in July 2023, the most recent amendments to the Public Service Employment Act came into force, introducing key measures to help remove biases and barriers in federal government staffing and mitigate their impact on equity-seeking groups.

The report also underscores the continued efforts of federal departments and agencies to modernize and transform the way they recruit qualified candidates and adapt to an evolving staffing environment.

  • During the 2023 to 2024 fiscal year:

    • the federal public service population under the Public Service Employment Act increased by 3% (8 349 employees) to 282 568 employees
    • over half (53%) of the public service population under the Public Service Employment Act worked outside the National Capital Region (as of March 31, 2024)
    • 77% of the 80 people who completed their internship with the Federal Internship Program for Canadians with Disabilities secured further employment in the public service
    • the PSC received 264 requests for investigations that fell under its mandate
    • all requests for permission to be a candidate in an election that the PSC received were granted, as any risks to political impartiality were addressed by imposing mitigating conditions
