Further to my letter of October 1, 2013, announcing the new staffing management accountability framework (SMAF), I am writing to inform you of the reporting requirements for 2013-2014.

The 2013-2014 reporting template and SMAF guidelines for completing the template and the template for the Monitoring Report on Official Languages Qualifications in Staffing 2013-2014, are attached to this message.

A statistical package, intended to assist your organization in its on-going monitoring of staffing trends and its discussions of potential risks, will be provided to your Head of Human Resources shortly.

For 2013-2014, organizations are asked to report on the following six areas:

  • Staffing Decisions
  • Priority Entitlements
  • Official Languages Qualifications in Staffing
  • Investigations into Staffing
  • Ongoing Improvement
  • Raising Employee Awareness of Legal Rights and Responsibilities Regarding Political Activities

The intent of the new SMAF, in addition to streamlining reporting requirements, is to provide you, as deputy head, with easy to use information on the overall health of staffing and non-partisanship in your organization.  We have built flexibility into the reporting template, which should shift the reports we collectively receive from the previous average of 30 pages to a more simplified 10-pages or less.  Your organization will be asked to provide supporting documentation that demonstrates how established expectations are being met. When evidence cannot be provided, or an organization has not met all of the expectations related to an indicator, a short narrative can be provided.

The deadline for the 2013-2014 reports is April 17, 2014. As in past years, you will be asked to include a signed management representation statement that attests to the accuracy of the report. This statement forms the first page of the attached reporting template.
