2023 Staffing and Non-Partisanship Survey

Description  

The 2023 Staffing and Non-Partisanship Survey was administered from September 20 to November 17, 2023, by Advanis, a Canadian market and social research firm.

Eligibility to participate  

All public service employees in federal departments and agencies that fall under the Public Service Employment Act participated in the Staffing and Non-Partisanship Survey, as well as members of the Royal Canadian Mounted Police and Canadian Armed Forces who have civilian direct reports employed under the act. These include indeterminate, term, seasonal, casual and student employees, Governor in Council appointees, as well as Ministers’ exempt staff. Private sector contractors and consultants, as well as employees on leave, were not eligible to participate.

Confidentiality of responses  

Advanis administered the 2023 Staffing and Non-Partisanship Survey on behalf of the Public Service Commission of Canada. The information that participants provided was collected under the authority of the Public Service Employment Act and is protected in accordance with applicable law, including the Privacy Act

Survey responses are not attributed to any one person. Individual responses and results for very small groups of fewer than 10 respondents will not be reported or provided to departments and agencies.

Questionnaire

Question numbers don’t always appear in numerical order. Survey questionnaires can use 2 different question numbering formats. They either can be numbered in numerical order from the first question to the last question, or each section within the questionnaire can restart at question 1. The second format can result in multiple instances of the same question number within the survey questionnaire.
