2025 Staffing and Non-Partisanship Survey

The 2025 Staffing and Non-Partisanship Survey is administered from June 5 to August 14, 2025, on behalf of the Public Service Commission of Canada by Advanis, a Canadian market and social research firm.

Eligibility

All term and indeterminate public service employees in federal departments and agencies that are subject to and staff under the Public Service Employment Act can participate in the survey, as well as members of the Royal Canadian Mounted Police and Canadian Armed Forces who have civilian direct reports employed under the act.

Confidentiality of responses  

The information that participants provide is collected under the authority of the Public Service Employment Act and is protected in accordance with applicable law, including the Privacy Act.

Survey responses are not attributed to any one person. Individual responses and results for groups of fewer than 10 respondents will not be reported or provided to departments and agencies.

Q13pre. The Public Service Employment Act (PSEA) was amended in June 2021 to address systemic barriers for equity-seeking groups in public service staffing processes. The Public Service Commission of Canada’s mandate is to promote and safeguard a merit-based, representative and non-partisan public service that serves all Canadians.

For this reason, the Public Service Commission of Canada will collect this information to examine biases and barriers, to share with departments and agencies to help them establish programs and policies to reduce barriers and encourage more inclusive recruitment practices. The information that you provide will be kept strictly confidential and grouped together with other responses.

Equity-seeking groups are defined in the Public Service Employment Act. They refer to groups of persons who are disadvantaged on the basis of one or more prohibited grounds of discrimination within the meaning of the Canadian Human Rights Act. The 13 prohibited grounds of discrimination are: race, national or ethnic origin, colour, religion, age, sex, sexual orientation, gender identity or expression, marital status, family status, genetic characteristics, disability, and conviction for an offence for which a pardon has been granted or in respect of which a record suspension has been ordered.

A “bias that disadvantages persons belonging to any equity-seeking group” is any belief or assumption that results in behaviour or decisions that exclude or hinder the full and equal participation, including the equitable treatment, of those persons.

A “barrier that disadvantages persons belonging to any equity-seeking group” is anything that excludes or hinders the full and equal participation, including the equitable treatment, of those persons. “Anything” includes physical, architectural, technological or attitudinal obstacles, policies, practices, systems or procedures.
