Program status

On February 12, 2025, the Government of Canada identified CAE Inc., of Montréal, Quebec, as its strategic partner to work with the Department of National Defence (DND) and the RCAF to develop and refine the FFLIT program.

Requirement description

In support of Canada’s defence policy, Our North, Strong and Free, the Government of Canada requires an agile fighter force to enforce Canada’s sovereignty, continental security and international peace.

Canada’s fighter lead-in training capability was previously provided as part of the North Atlantic Treaty Organization (NATO) Flying Training in Canada Program. This Program came to an end in 2024.

Canada’s decision to acquire the CF-35A fighter aircraft delivers a significant increase in defence capability and requires advanced training to prepare the RCAF fighter pilots. FFLIT is essential preparatory training for this critical Canadian defence capability.

Canada’s Industrial and Technological Benefits Policy will apply to the identified Strategic Partner. This will ensure that the Canadian training and simulation supply chain, including small and medium-sized businesses, is involved in:

February 12, 2025

Public Services and Procurement Canada (PSPC) identified CAE Inc., of Montréal, Quebec, as its Strategic Partner to work with DND and the RCAF to develop and refine the FFLIT Program. This will prepare and train fighter pilot candidates for the transition to Canada’s future front-line fighter jets.

May 17, 2024

PSPC, on behalf of DND, posted a second request for information (RFI) on CanadaBuys for FFLIT seeking comments and feedback from industry to help develop the fighter pilot training program.

June 1, 2021

PSPCDND and Innovation, Science and Economic Development (ISED) hosted a virtual industry day to introduce the FFLIT Program, provide basic project concepts, and gain insight into industry interest. Representatives from over 50 businesses joined this session and had the opportunity to ask public officials questions.

May 3, 2021

PSPC, on behalf of DND, posted an RFI to engage industry about Canada’s needs and seek information from the marketplace.
