Explore Public Services and Procurement Canada’s (PSPC) policy suite to ensure that suppliers from Canada are prioritized, along with those from reliable trading partners. This policy will also introduce measures on Canadian inputs and local content, and streamline procurement processes to improve access for Canadian small and medium-sized enterprises (SMEs).
Through these measures, the government is supporting Canada’s economic growth, strengthening supply chains, and creating opportunities for businesses across the country through federal procurement.
Introduction
The Government of Canada is ensuring that federal procurement works for Canadian workers and businesses. New measures on local content in federal procurements are being planned, so that government contracts create good jobs here at home and strengthen our supply chains across the country.
Canada is building a stronger future — through historic investments in housing, infrastructure, and a modern defence industry. Through that effort, the federal government must lead by example, acting as an anchor customer for Canadian innovation, talent, and production.
That’s why, starting in November 2025, the government will launch a new Buy Canadian Policy to prioritize Canadian suppliers and products in federal spending.
Prioritizing Canadian Suppliers and Canadian materials
The Government of Canada will take new steps to make sure federal spending supports Canadian jobs and industries first. A new Policy on Prioritizing Canadian Materials in Federal Procurement will ensure that both domestic and foreign suppliers contracting with the federal government source key materials from Canadian companies for major defence and construction projects.
This new policy will start with Canadian steel and softwood lumber, two pillars of our industrial base, and will give the government the flexibility to expand to other key materials in the weeks and months ahead.
By prioritizing Canadian suppliers and products in federal spending, the government is reinforcing Canada’s industrial strength, securing good jobs, and ensuring that Canada’s economy continues to grow on a solid foundation made right here at home.
Local content requirements
The Government of Canada is taking action to make sure federal spending delivers for Canadians. New measures will require local content in federal procurements — so that every dollar spent by the federal government supports Canadian workers, businesses, and communities. This approach will strengthen our supply chains, create good jobs across the country, and ensure that Canadian industry reaps the benefits of federal investments even when foreign suppliers are involved.
Reciprocal Procurement
The Government of Canada is putting fairness and reciprocity at the heart of federal contracting. The Interim Policy on Reciprocal Procurement is already in place, ensuring that Canadian suppliers are prioritized, along with those from countries that grant Canada the same access through reciprocal trade agreements.
By spring 2026, the policy will be fully implemented, limiting non-defence contracts to Canadian suppliers and goods, or to those from trusted partners with reciprocal market access. This approach protects Canadian jobs, promotes fair competition, and ensures that federal spending truly benefits Canada’s economy.
Supporting Canadian small and medium-sized enterprises (SMEs)
The Government will cut red tape and streamline its processes to make sure that businesses can access federal procurement opportunities easily. A Small and Medium Business Procurement Program will be set up to create specific streams of procurement for SMEs and also to help them navigate the federal procurement system more easily.
