Completion of the Form
Care should be taken when completing this form since, a service buyback is a binding, irrevocable agreement. Please ensure that the dates of the service which you enter are complete and accurate.

The following codes are needed to complete the service buyback type on page 2.
Buyback Types:
1. Past Service in the Canadian Armed Forces (CAF) including;
  Reserve Force Buyback of Reserve Force Service
  Reserve Force Buyback of Regular Force Service
  Reserve Force Opted out LWOP
  Part 1 Buyback Post - CIF Reserve Force
  Part 1 ROC (reinstatement of a Return of contributions)
2. Top Up including;
  Top Up Buyback for Elected Service
  Top Up Buyback for Current Service
3. PSSA, RCMPSA, Foreign Service of Her Majesty including;
  Prior service in the naval, army or air forces of Her Majesty
  Public service while a contributor
  Public service while not a contributor
  Royal Canadian Mounted Police while a contributor
  Royal Canadian Mounted Police while not a contributor

Buyback Type 3 There is no functionality on the external CAF Reserve Service Buyback Calculator to provide an estimate of PSSA, RCMPSA or Foreign Service of Her Majesty. However, for Reservists who have access to the "Active Member Pension applications" secure portal, please attach your secured online Pen Web Service Buyback Calculator results of PSSA/ RCMPSA/Foreign Service of Her Majesty to this form
Part 1.1 Members For a Reinstatement of a Transfer Value please complete the (CF-FC 2005E) Service Buyback Form for a Transfer Value Service.

Forwarding of Form
After completing the form, retain a copy for your records and forward the original immediately to:

If you are choosing to buy back service, you must forward your completed service buyback form within one year of written notification (one year from the date indicated on the Notice of eligibility to elect Part I.1 (ADM 488E-PF CF), Notification of Plan Membership (CF-FC 2018-PF) or Notice of Eligibility To Top Up (CA018 CF)).

Failure to send the form within the prescribed time will result in the service buyback Election being declared invalid.

The Reserve Force Buyback Form (CF-FC 2438E) must be forwarded within seven days of the date of signature.
Validation of Service Buyback
A member must elect all of his/her Canadian Forces service when making a past service election. However, as a participant of the Reserve Force Pension Plan (RFPP), you have the option to pay for your previous service/earnings in full or in part. If you opt to pay less than the full cost of the election, any benefits resulting from these pensionable earnings will be reduced accordingly.

A member may not elect any period of Reserve Force Service under the RFPP if it has already been elected under the PSSA or RCMPSA, with the exception of members who have made an election under the PSSA or RCMPSA and received a Return of Contributions (ROC). The ROC may be re-elected under the RFPP.

Please ensure to include all supporting documentation for service prior April 1999 with the election. For a list of supporting documentation, please see our pension website for more information.

Service Verification - Official verification of service is required to validate any service buyback. This process may necessitate time. If you are asked to help verify this service, your cooperation is essential. The initiation of deductions does not indicate acceptance of this service.
Lump Sum Payment
The plan member is responsible for completing the appropriate documents and ensuring the funds are sent to the Government of Canada Pension Centre. When you are paying the service buyback in full or in part by means of a lump sum payment, the payment must be received by:

Important Note
Pensionable Service - Service must have occurred "prior" to enrolling in the Canadian Armed Forces Pension Plan as outlined in the legislation. Any right to a continuing pension benefit under the RCMPSA or PSSA must be surrendered prior to signing the service buyback form.

Past Service Pension Adjustment (PSPA) - A PSPA must be calculated for all service buybacks in respect of post 1989 service. Where the Canada Revenue Agency does not approve the PSPA, the service buyback will be invalid.

Monthly Deductions (Pre-Authorized Debit) - A completed Pre-Authorized Debit form is required for monthly deductions. The form can be found on our website.

If you choose to pay for your service buyback by means of monthly deductions, please note that interest and mortality charges will be applicable and will be included in the cost. Monthly instalments are paid by Pre-Authorized Debit, commencing the first of the following month of signature of the election form.

Belated Election - A medical certificate is required only for an election to count service for which the contributor failed to elect his/her service within the designated time period. The medical examination shall be made within the period beginning 90 days before and ending 90 days after the date of signing the service buyback form, unless otherwise authorized by the minister.

Code 1 - 2: For any election of past CAF service or Top Up, the online calculator printouts must be attached. Please indicate in "Detail of Service" box that printouts have been attached.

Code 3: For any PSSA, RCMPSA or Foreign service, please provide any and all of the following information in the identified box (Details of service): unit and forces or department or branch, place of service or employment, rank or position, Service Number (SN) or Position number. Please note, to process the Transfers for any RRSP or RPP, the Government of Canada Pension Centre will contact you once your Service Buyback is finalized. Therefore, a minimum monthly deduction of $5.00 is required until we determine the final cost of the buyback.

Agreement

Where the plan member makes a lump sum payment:
If in the opinion of the Director General, Government of Canada Pension Centre, the CFSA and Regulations made thereunder require a larger contribution to be made than the amount of the lump sum payment that I have made, I agree, upon request, to pay the difference between these two amounts in accordance with either of the methods of payment mentioned above.

I understand that if the lump sum paid is greater than the contribution required, a refund will be made.

Where the plan member chooses to pay by monthly deductions:
The monthly payment in respect of the periods of service selected herein will not be less than the amount stated above, unless "minimum monthly payment" is indicated. The minimum monthly amount required to pay the election is based on a period of 20 years or the period to your 65th birthday, whichever is later. Payments may be increased to shorten the period of time but once increased, cannot be decreased. A lump sum payment may also be made at any time to reduce the payment period.
