Addendum to the final report January 15, 2019

Addendum to the Fairness Monitor Final Report dated December 10, 2018 pertaining to the competitive procurement process for the Canada Revenue Agency (CRA) Translation and Editing Services contract as a result of Solicitation 1000341293.

This Addendum to the Fairness Monitor Final Report covers the period following the conclusion of the evaluation phase and includes contract award and an allowance of time during which proponents could pose questions or request a debriefing. CRA received five bids in response to the Request for Proposal. Only one bidder met the mandatory requirements; the bidder was also compliant with the 80% threshold required to pass the technical evaluation.

After review of the contract award notice by the Fairness Monitor, all five bidders were notified via e-mail on October 19, 2018 of the contract award (notification of the contract award was posted on buyandsell.gc.ca on October 19, 2018) and advised that they were entitled to a debriefing.

Two bidders requested debriefings. Both were conducted by the CRA Contracting Authority and Technical Authority. The first was conducted on October 11, 2018 and the second on November 19, 2018. The Fairness Monitor was present to observe that both debriefings were conducted in a fair, open and transparent manner.

Attestation of assurance

The Fairness Monitor hereby provides the following unqualified assurance statement concerning the competitive procurement process for Canada Revenue Agency Translation and Editing Services contract. It is our professional opinion that the Canada Revenue Agency Translation and Editing Services contract Request for Proposal evaluation and contract award processes we observed, were carried out in a fair, open and transparent manner.
