3. Review process
The Government of Canada is currently accepting proposals from training providers interested in receiving financial assistance from the Flexibility and Innovation in Apprenticeship Technical Training (FIATT) Pilot.
The purpose of this guide is to provide information to assist you with the completion of your Application for Funding to Employment and Social Development Canada (ESDC). It is recommended that you read the Applicant Guide in its entirety before you start completing the Application for Funding.

During this time, to ensure fairness and transparency, additional information stemming from the enquiries received will be posted on a weekly basis to this website.
Objective of this CFP
The objective of this CFP is to introduce, test, and promote innovative approaches for the delivery of technical training, reduce barriers to completing training and obtaining certification, and create training opportunities for apprentices in Red Seal trades.
Call for Proposals Summary
- the maximum duration of projects is 36 months (three years).
- the total amount of funding requested from ESDC, must not be less than $100,000 and cannot exceed $1,500,000;
- the project must have a minimum of 10 apprentice research subjects for the duration of the project;
- contributions equal to or greater than 25 percent of the total eligible project costs must be provided through sources other than the federal government (which can include the applicant’s own organization). Both cash and in-kind contributions by the applicant organization or funding partner(s) will be accepted as leveraged funding. For further details see Section 3A: Anticipated Sources of Contribution.
- As this is a competitive process, not all proposals submitted under this CFP will be selected; funding is limited and subject to ESDC’s yearly budget considerations and allocation of funds by Parliament.
The Government of Canada reserves the right to accept a proposal, in whole or in part, and give consideration to factors such as geographic coverage, representative trade specializations, delivery approaches, and official languages requirements.
Expected Results and Outcomes
For the purpose of this CFP, all projects submitted must demonstrate one or more of the following anticipated results:
- reduced time apprentices are away from the workplace due to technical training;
- increased employer participation and support in the provision of technical training (e.g. offering technical training in the workplace by providing physical space and equipment for technical training);
- improved access to alternative technical training methods for underrepresented groups (including Aboriginal people, women, internationally-trained workers, and people with disabilities);
- improved access to technical training for apprentices in remote areas; and
- faster completion of technical training.
