2025-26 Departmental Plan: Operating Context
Shared Services Canada (SSC) is responsible for operating and modernizing the Government of Canada’s information technology (IT) infrastructure throughout the public sector. SSC’s mandate is to deliver email, data centre and telecommunication services to federal government departments and agencies. The Department also provides services related to cyber and IT security, workplace technology devices and other optional services on a cost-recovery basis.
SSC currently shares responsibility for certain aspects of its federal IT portfolio and services with other federal departments, including the Public Services and Procurement Canada, Treasury Board of Canada Secretariat and Communications Security Establishment Canada. The Minister of Government Transformation, Public Works and Procurement is responsible for SSC.
SSC’s enterprise approach established a service delivery model focused on serving the common needs of the enterprise at speed and scale with enough flexibility to address unique departmental requirements. Building on the Enterprise Approach, SSC continues to implement its strategic approach; Delivering Digital Solutions Together for Canada, which is focused on collaborating with partners to improve the Government of Canada’s IT infrastructure. At its core, SSC is a service delivery organization, that is being supported through an internal transformation initiative, One SSC, that will make it a truly integrated service provider. One SSC to deliver Digital Together means delivering value to partners and clients through a focus on our people, technology and processes. SSC continues to be guided by its stewardship role to ensure reliability, security and cost-effectiveness, providing predictability and transparency to partners and clients.
