Description of the objective
Issue
Inclusion of a new deemed clause in contracts for goods, services and construction services to reduce the risk of corruption and collusion in the bidding process, make various technical and other amendments to clarify the scope and modernize the content of the regulations, and make amendments to address some translation and grammar issues identified by the Standing Joint Committee for the Scrutiny of Regulations.
Description of the Regulation
The inclusion of a deemed term will fulfill a government commitment in the Federal Accountability Action Plan to "clean up the procurement of government contracts."
The power to make this regulation is section 42(1) of the Financial Administration Act, as amended by the Federal Accountability Act. The other amendments are technical and do not change the intent of the Regulations. The power to make these amendments is section 41 of the Financial Administration Act.
