Description of the objective
Issue
Regulations under the Public Service Employment Act regarding the definition of promotion. The current regulations define promotion as (a) the smallest increment on the pay scale for the new position, if it has more than one rate of pay; or (b) 4% of the maximum rate of pay for the previous position, if the new position has only one rate of pay.
An amendment to change the applicable percentage to 6% would align the regulations with the definition in the Workforce Adjustment Directive. The change is unlikely to have any direct impact on costs and would facilitate the increased use of deployments thereby reducing staffing cost compared with the staffing process associated with promotion and providing more flexibility for staff reallocation.
