Bargaining with the PSAC – relevant dates

Backgrounder

June 2021 - First negotiations sessions and exchange of proposals with the PSAC’s EB, SV, PA, and TC bargaining units

June 2021 to February 2023 - Several “common table” negotiation sessions take place (discussions around issues common to all four bargaining groups) as well as several group-specific negotiations for each of the four bargaining units.

March 29, 2022 - Government tables its initial economic offer.

May 18, 2022 - PSAC declares impasse, ceasing negotiations, and files for a Public Interest Commission with the Federal Public Sector Labour Relations and Employment Board.

December 1, 2022 - The Employer and the Association of Canadian Financial Officers announce the ratification of an agreement for the Comptrollership Group (CT) after 4 negotiation sessions (June to October 2022).

November–December 2022 - Public Interest Commission hearings take place (all 4 groups).

January 13, 2023 - Employer files a complaint with the Federal Public Sector Labour Relations and Employment Board against PSAC for breaching its duty to bargain in good faith.

January 23, 2023 - PSAC announces strike vote for all four bargaining groups.

January - February 2023 - Four PIC reports are released.

April 2, 2023 - Mediated negotiation sessions begin (all four groups).

April 11, 2023 - End of the PSAC strike vote.

April 12, 2023 - Earliest date PSAC can take strike action in the Core Public Administration (CPA).

April 13, 2023 - The Employer and the International Brotherhood of Electrical Workers announce a tentative agreement for the Electronics (EL) Group after 3 and half months of negotiations (January – April 2023).

April 16, 2023 - TBS tables new economic offer of 9% over three years, mirroring the Public Interest Commission’s Recommendations.
