Consumer Price Index for Utilities and Living Cost Differential update - Isolated Posts and Government Housing Directive (IPGHD)

The purpose of this notice is to provide departments and agencies with the revised Consumer Price Index (CPI) for Utilities and also provide an update on the Living Cost Differential for Hudson/James Bay, North Shore Quebec & Newfoundland/Labrador Regions.

Departments are reminded to distribute this notice to employees at your headquarters and regional offices who are involved in the administration of the isolated posts allowances.

CPI update:

The index of 133.0 should be used in the calculation of utilities charges as per Section 6.14.2 of the Isolated Posts and Government Housing Directive.

Please ensure that this notice is provided to those responsible for calculating the rental charge increases. Employees must receive a three month notification (by April 30, 2011) of the rental charge increases which come into effect on August 1, 2011.

LCD Update:

The results of the Statistics Canada survey of the Living Costs Differential (LCD) Indexes for Hudson/James Bay, North Shore Quebec & Newfoundland/Labrador Regions during March 2010 were recently communicated to the National Joint Council Isolated Posts and Government Housing Committee (NJC-IPGHC). A total of fifty six (56) isolated posts were involved in this review and the results can be summarized as follows:

These changes will be effective February 1, 2011 for Isolated Posts which had a classification increase in the LCD level as per 2.11.2 of the NJC Isolated Posts and Government Housing Directive (IPGHD). Please note that for the five (5) locations which decreased, notification must be provided to employees as the effective date of the changes will be the first day of the fourth calendar month after the month in which written notification was received as per 2.12.4 a) of the NJC IPGHD. An email message is acceptable to provide such notification. Details regarding the methodology can be found in the "Guide to National Joint Council Rates and Allowances".
