Responsibility for the Printing and Distribution of Collective Agreements

This is to inform you of the Employer’s obligations related to the printing of collective agreements and providing them to employees.

Since , the Publishing and Depository Services group at Public Services and Procurement Canada no longer prints and distributes collective agreements. Departments are now responsible to fulfil these requirements as per the specific clauses of the collective agreements.

These changes are in line with the Procedures for Publishing announced in Economic Action Plan 2013, and the Government’s intent to exercise restraint when creating any print products.

Departments should refer to the wording in the collective agreements to determine the Employer’s obligations for printing copies of collective agreements:

  • Certain agreements contain language that requires that employees be provided a printed copy of the agreement, including the agreement for the Program and Administrative Services group. In these cases, printed copies are to be provided to all employees.
  • Other agreements contain language requiring that employees be given electronic access to the agreement and that printed copies be provided on demand, including the agreement for the Computer Systems group.

Print-ready 8.5 x 11 inch PDF versions of all the collective agreements are available on the Treasury Board of Canada Secretariat (TBS) website.
