Revised Job Evaluation Standards

The purpose of this bulletin is to advise departments and agencies of the recently approved changes to the job evaluation standards listed below.

  • Welfare Programs (WP)
  • Social Work (SW)
  • Nursing (NU)
  • Dietetics (ND)
  • Psychology (PS)

The revised standards take effect on and are available on the Government of Canada site.

The Economics and Social Science Services (EC) Job Evaluation Standard

The revised EC job evaluation standard has been modernized and includes benchmark descriptions which reflect work within the EC group in the core public administration. The benchmark descriptions will facilitate the appropriate allocation of work to the EC group and contribute to greater consistency in the application of the EC job evaluation standard.

Application

The changes streamline the EC job evaluation standard by integrating previous guidance material found in the EC Application Guidelines, notes to raters and benchmark positions into one job evaluation standard.

No changes were made to the job evaluation elements. For ease of reference, detailed information on the approved changes to the job evaluation standard can be found on the TBS Classification Program for the CPA GCpedia page.

From the effective date forward, departments are to use the revised 2017 EC job evaluation standard. Departments are not expected to review existing EC job descriptions or update their evaluation rationales as a result of these changes.

Technical Revisions to the ED, WP, SW, NU, ND and PS Job Evaluation Standards

The six above-noted job evaluation standards have been modernized.

Application

The job evaluation standards have been reformatted in their entirety to make them web-accessible and to harmonize with the more recent job evaluation standard content. The terminology was modernized but no changes were made to the job evaluation factors or elements.

In addition to the revisions noted above, the Welfare Programs (WP) job evaluation standard was amended to remove Benchmark #1 and the obsolete selection standard section.

From the effective date forward, departments are to use the revised 2017 job evaluation standards. Departments are not expected to review existing ED, WP, SW, NU, ND or PS job descriptions or update their evaluation rationales as a result of these changes.
