Supervisory Differential and/or Inmate Training Differential

This purpose of this bulletin is to explain the method of calculation to be followed effective immediately in respect of the supervisory differential and/or inmate training differential payable under the following collective agreements: Air Traffic Control (AI), Operational Services (SV) and Non-Supervisory Printing Services (PR-NS).

The supervisory differential and the inmate training differential are derived from a classification decision, and therefore, are part of the level of the position. For this reason, they are to be included in the calculation when determining if an appointment is a promotion or a deployment even though the actual group, sub-group and/or level remains unchanged. They are also included in the calculation to determine the new rate of pay.

However, when determining the “lowest pay increment”, neither the supervisory differential nor the inmate training differential should be included in this calculation.

The new rate of pay would be the one that gives the employee an increase (inclusive of the supervisory differential and/or the inmate training differential) even if the basic rate of pay for the new position is lower than the basic rate of pay of the current position.

An example is provided in Annex A.

Annex A

Example of method of calculation for the supervisory differential and/or inmate training differential

(In the example below, the supervisory differential is shown first in parentheses, the inmate training differential second. Rates of pay in effect August 5, 2012)

A GS-FOS-6 (0 + B1) is required to perform the duties of a GS-FOS-7 (B2 + C2).

Part 1: determine if this is a promotion or a deployment:
Maximum rate of pay in new position: $27.77 + 1.67 + 3.33 = $32.77
Maximum rate of pay in current position: $26.53 + 0.00 + 1.86 = $28.39
Difference: $4.38
Lowest pay increment in new position: $1.11

This is considered a promotion pursuant to Part 2, subsection 2.2.3 of the Appendix to the Directive on Terms and Conditions of Employment.

Part 2: Determine the new rate of pay:
Employee’s current rate of pay: $24.40 + 0.00 + 1.71 = $26.11
Add lowest pay increment in new position: +  $1.11
New rate of pay must be at least: $27.22

Part 3: As shown in the table below, the new rate of pay will be $30.15 as this gives the employee an increase:
