Vote 5 – Government Contingencies $98,423,152

Subject to the approval of the Treasury Board, to supplement other appropriations and to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for, including grants and contributions not listed in the Estimates and the increase of the amount of grants listed in these, where those expenditures are within the legal mandate of a government organization, and authority to reuse any sums allotted and repaid to this appropriation from other appropriations.

Department for Women and Gender Equality

Funding to Advance LGBTQ2 Equality (Budget 2021)

The Treasury Board authorized an allocation of up to $5,000,001 to the Department for Women and Gender Equality to make timely grant payments of up to $3,500,001 and contribution payments of up to $1,500,000 through the “Equality for Sex, Sexual Orientation, Gender Identity and Expression Program".

This allocation of $3,500,000 is for grant payments to support LGBTQ2 communities and organizations overcome barriers such as accessing mental health and employment supports.

This allocation was entirely repaid upon supply of the 2021–22 Supplementary Estimates (C) in March 2022.

Funding for the Canada Emergency Student Benefit

This allocation provides authority to the Department of Employment and Social Development for grant payments to eligible recipients for the "Canada Emergency Student Benefit".

Funding to issue one-time Guaranteed Income Supplement payments to seniors in financial need

This allocation allowed the Department of Employment and Social Development to provide timely payments through the grant entitled “One-time Payment for Guaranteed Income Supplement Recipients who received Pandemic Benefits”.

This funding will be used to provide immediate financial relief to seniors in dire financial need whose Guaranteed Income Supplement and/or Allowance payments were reduced due to income they received in 2020 from the Canada Emergency Response Benefit, Canada Recovery Benefit, Canada Recovery Sickness Benefit and Canada Recovery Caregiving Benefit.

Department of National Defence

Funding for military aid to Ukraine

The Treasury Board authorized an allocation of up to $35,000,000 to the Department of National Defence to make contributions to eligible organizations for the purpose of purchasing and donating lethal and non-lethal aid to Ukraine, as well as associated training and maintenance.

Department of Transport

Funding to extend the Incentive for Zero-Emission Vehicles Program

The Treasury Board authorized an allocation of up to $59,000,000 to the Department of Transport to provide timely grant payments through the “Incentives for Zero-Emission Vehicles Program”. This funding will help manage the significant uptake for this program and ensure the uninterrupted delivery of incentive payments to automotive dealerships.

This allocation was entirely repaid upon supply of the 2021-22 Supplementary Estimates (C) in March 2022.

This funding will help regulators improve their capacity to incorporate economic and competitive considerations in the design and implementation of regulations.

This allocation will support three regulatory initiatives:

  • An analysis of regulatory and non-regulatory barriers to interprovincial trade of red meat within Canada.
  • An analysis of international regulatory systems which facilitate domestic trade of red meat. This research will inform efforts to improve interprovincial trade of red meat within Canada.
  • A legal analysis of plant breeders’ rights legislation enacted by other countries. This research will inform future regulatory measures within Canada to encourage greater investment and innovation in plant breeding.
