Vote 5 – Government Contingencies $186,941,898

Subject to the approval of the Treasury Board, to supplement other appropriations and to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for, including grants and contributions not listed in the Estimates and the increase of the amount of grants listed in these, where those expenditures are within the legal mandate of a government organization, and authority to reuse any sums allotted and repaid to this appropriation from other appropriations.

Department of Canadian Heritage

Funding for the Jean Augustine Chair in Education, Community and Diaspora, the Special Envoy on Preserving Holocaust Remembrance and Combatting Antisemitism and the Special Representative on Combatting Islamophobia (Budget 2022)

This allocation allowed the Department of Canadian Heritage to make a timely payment under the grant "Funding to support the Jean Augustine Chair in Education, Community and Diaspora". The payment to an endowment fund will support long-term research and initiatives designed to assist members of racialized communities overcome barriers to educational and career achievement.

This allocation was entirely repaid upon supply of the 2022-23 Supplementary Estimates (C) in March 2023.

Department of Citizenship and Immigration

Funding for the immigration approach in response to the situation in Ukraine

The Treasury Board authorized an allocation of up to $170,000,000 to the Department of Citizenship and Immigration to make timely payments under the "Grant for the Resettlement Assistance Program". The funding supports the Canada-Ukraine Transitional Assistance Initiative which provides a one-time transitional assistance payment to Ukrainian temporary residents to help meet basic needs.

This allocation was entirely repaid upon supply of the 2022-23 Supplementary Estimates (C) in March 2023.

Department of Employment and Social Development

Funding for salary overpayments as a result of issues with the government pay system

This allocation allowed the Department of Employment and Social Development to respond to short-term cash management issues related to the government pay system. This allocation is permanent and anticipated to be repaid to the Consolidated Revenue Fund upon settlement of pay issues.

Funding for the Canada Emergency Response Benefit, Canada Emergency Student Benefit and the Employment Insurance Emergency Response Benefit

The Treasury Board authorized an allocation of up to $39,823,712 to the Department of Employment and Social Development to conduct activities to support the integrity of the Canada Emergency Response Benefit, the Canada Emergency Student Benefit and the Employment Insurance Emergency Response Benefit. The additional funding is required to address a higher than anticipated volume of work associated with activities such as ensuring compliance, verifying claims, and recovering overpayments.

Funding for the Active Transportation Grants

This allocation was provided to the Office of Infrastructure to increase grant authority for the Active Transportation Grants, which support the expansion and enhancement of active transportation networks, such as pathways, bike lanes, and sidewalks. Grants under this program support low risk planning projects that advance strategic planning, design and/or stakeholder engagement.

Funding Requirements for the Public Service Insurance Plans and Programs

The Treasury Board approved an allocation of up to $50,000,000 to the Treasury Board Secretariat to address unanticipated cost increases under the public service group insurance plans and programs as well as legislated Employer payments. Contributing factors include greater than forecast growth in the Public Service and unanticipated inflation on health and dental services. These funds will ensure that the Government of Canada meets its contractual and legislative funding obligations for federal public service benefit plans.
