Vote 5 – Government Contingencies $402,559,866

Subject to the approval of the Treasury Board, to supplement other appropriations and to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for, including grants and contributions not listed in the Estimates and the increase of the amount of grants listed in these, where those expenditures are within the legal mandate of a government organization, and authority to reuse any sums allotted and repaid to this appropriation from other appropriations.

Department of Citizenship and Immigration

Funding for the Grant for the Resettlement Assistance Program for the Canada-Ukraine Transitional Assistance Initiative

The Treasury Board authorized an allocation of up to $95,000,000 to the Department of Citizenship and Immigration to make timely payments under the Grant for the Resettlement Assistance Program, from which $40,000,000 has been previously accessed. The funding supports the Canada-Ukraine Transitional Assistance Initiative which provides a one-time transitional assistance payment to Ukrainian temporary residents to help meet basic needs.

The total allocation of $95,000,000 was entirely repaid upon supply of the 2023-24 Supplementary Estimates (C) in March 2024.

Department of Fisheries and Oceans

Funding for increased marine fuel costs

The Treasury Board authorized an allocation of up to $30,000,000 to the Department of Fisheries and Oceans to address the increasing cost of Marine fuel due to inflationary pressures. These funds will allow the Canadian Coast Guard to function within the forecast volume of fuel without negatively impacting existing service delivery plans which includes such activities as provision of navigational aids, rescue response, marine pollution response, icebreaking and Marine Communications and Traffic Services.

This allocation was entirely repaid upon supply of the 2023-24 Supplementary Estimates (C) in March 2024.

Department of Indigenous Services

Funding for medical travel in Nunavut and Northwest Territories

The Treasury Board authorized a permanent allocation of up to $120,000,000 to the Department of Indigenous Services for contribution payments to the governments of Nunavut and the Northwest Territories. These funds supported the provision of air travel to First Nations and Inuit residents requiring access to standard or emergency medical treatment not available in their local communities.

Department of National Defence

Funding for military aid to Ukraine

The Treasury Board approved an additional allocation of up to $250,000,000 to the Department of National Defence to make contributions to eligible organizations for the purpose of purchasing and donating lethal and non-lethal aid to Ukraine.

The allocation was entirely repaid upon supply of the 2023-24 Supplementary Estimates (C) in March 2024.
