Vote 5 – Government Contingencies $344,309,523

Subject to the approval of the Treasury Board, to supplement other appropriations and to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for, including grants and contributions not listed in the Estimates and the increase of the amount of grants listed in these, where those expenditures are within the legal mandate of a government organization, and authority to reuse any sums allotted and repaid to this appropriation from other appropriations.

Canadian Broadcasting Corporation

Funding for critical operating requirements (Budget 2024)

This allocation allowed the Canadian Broadcasting Corporation to address the organization’s operating deficit due to loss of revenue as advertisers adjust campaigns to include streaming services as well as traditional broadcasters. The funding maintained the current level of employees and continued the delivery of the established level of programming through to the end of the fiscal year.

Canadian Food Inspection Agency

Funding to support rapid response measures to protect human and animal health from avian influenza

The Treasury Board approved an allocation of up to $25,310,086 to the Canadian Food Inspection Agency to provide urgent remedial responses required to check the transmission of Avian Influenza, thereby protecting both avian and human health.

Canadian Space Agency

Funding for the Canadarm3 robotic system

The Treasury Board approved an allocation of up to $100,000,000 to the Canadian Space Agency to provide for a seamless continuance of the Canadarm3 project. These funds will eliminate the impacts of project interruption and delays, thereby avoiding additional costs.

This allocation was entirely repaid upon supply of the 2024-25 Supplementary Estimates (B) in December 2024.

Department of Citizenship and Immigration

Funding for the Canada-Québec Accord

This allocation allowed the Department of Citizenship and Immigration to make a payment under the Grant for the Canada-Quebec Accord on Immigration to meet its obligation to compensate the province of Quebec for settlement and integration services to permanent residents in the province.

Department of Housing, Infrastructure and Communities

Funding for Reaching Home: Canadaʼs Homelessness Strategy (Budget 2024)

The Treasury Board approved an allocation of up to $3,685,686 to the Department of Housing, Infrastructure and Communities to allow timely grant payments through Reaching Home: Canada’s Homelessness Strategy. Reaching Home aims to prevent and reduce homelessness across Canada. These funds are being made available to assist Modern Treaty Holders and Indigenous rights holders to launch winter homelessness responses before the arrival of inclement weather.

Department of Public Safety and Emergency Preparedness

Funds for the grant entitled Assault Style Firearms Compensation Program

The Treasury Board approved an allocation of up to $9,000,000 to the Department of Public Safety and Emergency Preparedness for the grant entitled Assault Style Firearms Compensation Program. This allocation allowed the Program to issue payments in response to a greater than anticipated rate of surrenders of qualifying firearms and parts.

Funding for demand-driven programs and services which provide support to eligible Veterans and their families

The Treasury Board approved an allocation of up to $61,000,000 to the Department of Veterans Affairs to make timely payments under the grant Pain and Suffering Compensation. These payments recognize the pain and suffering experienced as a direct result of a service-related injury or disability, including impacts on the Veteran’s overall quality of life and family.

National Research Council of Canada

Funding for the transition of Sustainable Development Technology Canada employees and programming

This allocation allowed the Nation Research Council to integrate Sustainable Development Technology Canada’s employees and programming into the National Research Council’s Industrial Research Assistance Program. This program supports small and medium sized businesses to develop innovative clean technologies with economic and environmental benefits.

Parks Canada Agency

Funding for the 2024 wildfire response requirements including Jasper National Park

The Treasury Board approved an allocation of up to $80,000,000 to the Parks Canada Agency to address expenditures related to wildfires in Jasper, British Columbia, and other locations. The funds were used for immediate wildfire response, recovery and re-entry costs such as infrastructure inspection and remediation, and replacement of funding normally obtained through parks’ revenue which was lost due to disruption of normal operations.
