Supplementary Estimates (A), 2025-26

In order to make expenditures, the government must receive Parliament’s approval, either through previously adopted legislation or, on an annual basis, through the introduction and passage of appropriation bills. Prior to the introduction of each appropriation bill, the President of the Treasury Board tables an Estimates publication (Main or Supplementary) in Parliament to provide information and details on spending authorities sought.

While the Main Estimates provide an overview of spending requirements for the upcoming fiscal year, Supplementary Estimates present information on additional spending requirements which were either not sufficiently developed in time for inclusion in the Main Estimates, or have subsequently been refined to account for developments in particular programs and services.

The Supplementary Estimates (A), 2025–26 is the first of three Supplementary Estimates planned for this fiscal year.

Highlights

The Supplementary Estimates (A), 2025–26 present a total of $9.0 billion in incremental budgetary spending for two organizations, which reflects $8.6 billion to be voted and a $467.0 million increase in forecast statutory expenditures.

Voted Expenditures

If approved by Parliament, voted budgetary spending would increase by $8.6 billion (3.8%) in comparison to the 2025–26 Main Estimates, to a total of $231.5 billion. The increase is for the following two organizations:

  • the Department of National Defence ($8.2 billion); and
  • the Communication Security Establishment ($370.1 million).

Both organizations are seeking funding for digital tools and capabilities ($370.1 million for the Communications Security Establishment and $180.2 million for the Department of National Defence).

Additional new spending by the Department of National Defence is for:

  • recruitment, retention and support programs for the Canadian Armed Forces ($2.1 billion);
  • defence research and development and support for the Canadian defence industry ($2.1 billion);
  • military aid to Ukraine and to expand defence partnerships ($2.0 billion);
  • strategic military capabilities ($1.0 billion); and
  • new and existing Canadian Armed Forces equipment and infrastructure ($833.7 million).

Statutory Expenditures

Changes to forecasts of statutory spending are shown in these Estimates to provide additional information on organizations’ total estimated expenditures. Statutory budgetary expenditures are expected to rise by $467.0 million (0.2%) in comparison to the 2025–26 Main Estimates, to a total of $264.5 billion. The increase is related to employee benefits for both military and civilian personnel.

Major Items

The following is a list of all the items which are included in these Supplementary Estimates to seek parliamentary approval.

Funding for recruitment, retention and support programs for the Canadian Armed Forces: $2.1 billion

This funding will allow the Department to accelerate the recruitment of new members for both the regular and reserve forces, augment its capacity to provide basic and occupational training, reinforce retention of existing members, and improve health services to members.

Funding for defence research and development and support for the Canadian defence industry: $2.1 billion

This funding will help reduce obstacles that currently limit Canadian industry’s ability to provide critical equipment and support to the Canadian Armed Forces (CAF), focusing on immediate CAF needs as well as initiatives that can be advanced quickly. The Department will also begin work on a Defence Industrial Strategy.

Funding for military aid to Ukraine and to expand defence partnerships: $2.0 billion

Canada will continue to support the Armed Forces of Ukraine in its fight against Russia’s invasion. Aid will support the acquisition of drones, armoured combat support vehicles, pilot training, ammunition, small arms, vehicles, and other equipment. This funding will also be used to expand cooperation with international partners related to military training, defence policy, and intelligence.

Funding to support strategic military capabilities: $1.0 billion

This funding will help grow existing and introduce emerging military capabilities, especially in the Arctic. Supported projects and initiatives include the Joint Support Ships, an undersea monitoring and surveillance system, Arctic over-the-horizon radar, long-range artillery, domestic ammunition production, and additional logistics and light utility vehicles.

Funding for new and existing Canadian Armed Forces equipment and infrastructure: $833.7 million

This funding is for a range of procurements, including defence equipment, personal gear, technology, infrastructure maintenance, and essential services. This funding will also support modernization of range and training infrastructure, expansion of ammunition infrastructure, as well as preventative and corrective maintenance, repairs, upgrades and minor construction on the Department’s real property portfolio.

Funding for digital tools and capabilities (horizontal item): $550.2 million

This funding will bolster Canada’s cyber capabilities, support greater interoperability with Allies and partners, better equip Canada to counter the full spectrum of cyber threats, and enhance network infrastructure, information management, connectivity and data storage.

Changes to Voted Authorities

No new or amended authorities are sought through the appropriation act for these Estimates.

Appropriation Acts in 2025–26

The 44th Parliament was dissolved for a general election on March 23, 2025. At that time, Parliament had not yet approved any supply for the fiscal year beginning April 1, 2025.

To allow government operations to continue, the Governor General approved the issue of two Special Warrants totaling $73.4 billion. Details on each special warrant are published in the Canada Gazette, and a summary will be tabled in Parliament on June 9, 2025.

In June 2025, the President of the Treasury Board will introduce a bill to provide the remaining supply for the 2025–26 Main Estimates and another bill to provide supply for the spending requirements presented in these Supplementary Estimates (A), 2025–26.

Tabled and Online Information

For this exercise, the President of the Treasury Board tables a document in Parliament that includes:

  • highlights of incremental financial requirements and major funding requests;
  • an overview of new authority requirements;
  • a summary of appropriation acts for the current fiscal year;
  • funding details by organization; and
  • a proposed schedule to the appropriation bill to be approved by Parliament.

In addition to the tabled document, the following supplemental information is also available online:

  • a detailed listing of statutory expenditures reported through the Estimates;
  • a complete breakdown of planned expenditures by standard object, such as personnel, professional services and transfer payments;
  • planned expenditures by purpose in accordance with each organization’s Departmental Results Framework; and
  • a listing of horizontal items presenting funding requirements.
