Allocations from Treasury Board Central Votes for Supplementary Estimates (B), 2019–20

Funding for the Rideau Hall Foundation

This allocation allowed the Department of Canadian Heritage to provide timely payments for the grant entitled “Grant to the Rideau Hall Foundation”.

Funding for Child and Family Services, and Jordan’s Principle

The Treasury Board authorized an allocation of up to $140,000,000 to the Department of Indigenous Services for contributions to support the ongoing delivery of the First Nations Child and Family Services Program; and for Jordan’s Principle, which ensures all First Nations children living in Canada can access the products, services and supports they need, when they need them.

Funding for the Application Modernization Initiative

This allocation allowed the Canada Revenue Agency to assess their inventory of legacy applications and build technical capacity to support their migration into more secure modern data centres or cloud services.

Resolving Income Security Program Disputes More Quickly and Easily

Funding will be used to streamline recourse processes for Canada’s social security programs, and make them easier to navigate.

Operating funding will be used to implement a range of activities to accelerate Social Security Tribunal decision-making. These activities include introducing case navigators to guide appellants through the appeals process; giving appellants their choice of hearing format; and improving processing service standards.

Launching a Federal Strategy on Jobs and Tourism

Funding will be used to create the Canadian Experiences Fund. This fund will promote tourism outside of Canadian urban centres and outside of the summer season.

Payments in the amount of $150,000 for the grant entitled “Grants to organizations to promote economic cooperation and development” and contributions will support activities such as designing new or improved tourism services and products; market readiness training for businesses; and creating or improving tourism facilities.

Increased Funding for the Regional Development Agencies

Contribution payments will be used to reinvest receipts from repayable contributions collected in 2018-19 to support growth and diversification of the Atlantic Canadian economy. Contributions will be delivered through the Regional Economic Growth through Innovation Initiative (REGI), the Business Development Program and the Atlantic Innovation Fund.

Helping Travellers Visit Canada

Funding will ensure that immigration, security and border officials are well-equipped to process growing demand for Canadian visitor visas, work and study permits, and to facilitate the efficient and secure entry of temporary residents into Canada.

Operating funding will increase capacity to conduct pre-arrival security screenings, process temporary resident arrivals at Port of Entry, pursue post-arrival enforcement actions, and provide security and enforcement support.

Enhancing the Integrity of Canada’s Borders and Asylum System

Funding will strengthen processes at the border and accelerate the processing of asylum claims and the removal of failed claimants.

Operating and capital funding will ensure the agency is equipped to process claimants and manage irregular migration at ports of entry.

Addressing the Challenges of African Swine Fever

Funding will help prevent African Swine Fever from entering into Canada and protect Canada’s pork industry from significant financial losses.

Operating funding for additional detector dog teams will increase the screening of undeclared food, plant and animal products at international airports and postal facilities.

Modernizing Canada’s Border Operations

Funding will be used to increase border management and enforcement capacity, and modernize border operations through the greater use of data analytics, technology and automated processes to evaluate risk and expedite processing of goods and travellers.

Introducing the First-Time Home Buyer Incentive

Funding will be used to establish the First-Time Home Buyer Incentive (FTHBI) and the Shared Equity Mortgage Provider (SEMP) Fund.

The FTHBi will provide funding in shared equity mortgages to help make homeownership more affordable for eligible first-time home buyers.

The SEMP Fund will assist existing providers of shared equity mortgages scale up their activities and help attract new providers.

Operating funding will be used for interest and administrative costs associated with the programs.

Expanding the Rental Construction Financing Initiative

Funding will support operating costs and mortgage loan insurance premiums to increase the availability of low-cost loans for the construction of new rental housing with mixed rents (affordable and market), particularly in areas of low rental supply.

Improving Tax Compliance

Operating funding will support new initiatives and extend existing programs to combat tax evasion and aggressive tax avoidance.

Capital funding will be used to improve information technology infrastructure to automate processes and reduce administrative burden to improve detection of high risk non-compliance files.

Tax Compliance in Real Estate

Operating funding will be used to create four new dedicated residential and commercial real estate audit teams. These teams will work to ensure that tax provisions regarding real estate are being followed.

Improving Client Services at the Canada Revenue Agency

Operating funding will support improved service delivery by increasing personnel to reduce processing times for tax adjustments. Funding will also provide permanent dedicated telephone support for tax service providers and enhance the accessibility of telephone services for hearing-impaired individuals.

Delivering Better Service for Air Travellers

Funding will help ensure that air travellers and workers at airports are effectively screened.

Operating funding will be used to maintain aviation security screening at current service levels and expand the use of full body scanners at airports where US preclearance facilities exist or are planned. Funding will also support preparatory activities to transition aviation security screening to an independent, not-for-profit entity.

Ensuring Continued Access to US Markets for Canadian Meat Products

Funding for the Daily Shift Inspection Presence Program will ensure that all federally registered meat processing facilities are inspected at least once every twelve hours. This program allows Canadian meat exporters to comply with United States inspection frequency requirements and ensure continued access to the American market for Canadian meat products.

Operating funding will be used to hire inspectors and maintain vehicles used by staff for travelling to meat processing facilities.

Protecting Against Bovine Spongiform Encephalopathy in Canada

Funding for inspection activities through the Bovine Spongiform Encephalopathy Program will help ensure that Canadian cattle and beef products are safe for consumers both in Canada and international markets.

Operating funding will support ongoing efforts to reduce the spread of Bovine Spongiform Encephalopathy to cattle. These activities include enforcement of import controls, surveillance of the disease in cattle, supervision of beef production and cattle identification and tracking.

A Food Policy for Canada

Funding will contribute to the reduction of food insecurity, combat food fraud, encourage consumers to “Buy Canadian” and reduce food waste.

Operating funding will be used to establish a centralized unit to manage the new Food Fraud Program, hire additional inspectors and carry out surveillance and laboratory analysis.

Supporting the Canadian Human Rights Commission and Access to Justice

Operating funding will be used to implement a modern and streamlined case management system. The new system will support the protection of human rights by providing the Commission with an effective mechanism to file and resolve complaints, and to complete proactive compliance activities under the relevant acts.

Supporting Graduate Students Through Research Scholarships

Grant payments in the amount of $4,060,000 made through the “Canada Graduate Scholarships” program will increase the availability of scholarship awards for Master’s and Doctoral level students at Canadian universities.

Paid Parental Leave for Student Researchers

Operating funding and “Grants for research projects and personnel support” in the amount of $1,787,029 will be used to extend Paid Parental Leave supplements from six months to twelve months for students and postdoctoral fellows who receive granting council funding.

Strong Arctic and Northern Communities

Funding will establish a new northern economic development program entitled Inclusive Diversification and Economic Advancement in the North (IDEANorth). This expanded program will better support innovation and business growth in the three territories by enabling larger, multi-year projects; grants and repayable contributions; and funding for “clustered” sector development among businesses in similar fields.

Payments in the amount of $2,500,000 for the new grant entitled “IDEANorth” and contribution payments will be delivered through four funding streams for a range of activities to support innovation and business growth in the territories. Operating funding will be used to build capacity for delivering new grants and contribution funding and to improve monitoring of repayable contributions for businesses.

Operating funding will be used to provide security advice and screening investigation services to immigration partners regarding persons attempting to enter or claim status in Canada, and those who might represent a threat to national security.

Protecting the Rights and Freedoms of Canadians

Funding will be used to invest in information technology infrastructure and update business processes and policies governing the collection, use and retention of intelligence information. These investments will support intelligence activities and ensure compliance with warrant requirements.

Protecting Canada’s National Security

Funding will strengthen the government’s capacity to assess and respond to economic-based security threats.

Operating funding for intelligence collection and assessment activities will support the review of foreign investments that may constitute a threat to the security of Canada.

Enhancing the Integrity of Canada’s Borders and Asylum System

Funding will strengthen processes at the border and accelerate the processing of asylum claims and the removal of failed claimants.

Operating funding will be used to ensure that security screenings are conducted in time to meet service-level agreements and that potential threats are promptly identified to partners in order for appropriate action to be taken.

Renewing Canada’s Middle East Strategy

Funding will be used to renew the Middle East Strategy with a greater focus on building stability, governance and long-term resilience.

Operating funding will be used to maintain intelligence collection and analytical capabilities in the region, liaise with other intelligence agencies and provide security and logistical support.

Launching a Federal Strategy on Jobs and Tourism

Funding will be used to establish a domestic tourism campaign to highlight travel to lesser-known Canadian destinations and national parks, travel during non-peak seasons and Indigenous experiences.

Protecting Democracy

Funding will support initiatives to strengthen Canadians’ resilience to online disinformation and to help mitigate online threats to Canada’s democratic institutions.

Operating funding will be used to develop and provide technical cyber security advice, guidance, and services to Canadian political parties and elections administrators.

Protecting Canada’s National Security

Funding will strengthen the government’s capacity to assess and respond to economic-based security threats.

Operating funding will be used to collect and provide intelligence regarding foreign investments that may constitute a threat to the security of Canada.

Renewing Canada’s Middle East Strategy

Funding will be used to renew the Middle East Strategy with a greater focus on building stability, governance and long-term resilience.

Operating funding will be used to maintain intelligence collection and analytical capabilities in the region, liaise with other intelligence agencies and support operations.

Enhancing the Integrity of Canada’s Borders and Asylum System

Funding will strengthen processes at the border and accelerate the processing of asylum claims and the removal of failed claimants.

Operating funding for personnel and administrative services will support new judicial appointments and expand capacity to respond to increased volumes of asylum cases.

Supporting the Delivery of Justice through the Courts Administration Service

Operating funding will be used to increase translation capacity to provide Federal Court decisions in both official languages in a timely manner.

Advancing Gender Equality

Funding will be used to help address systemic barriers to women’s progress and advance gender equality in Canada.

Contribution payments and grants in the amount of $6,630,000 for the “Women’s Program” will fund projects and support organizations that seek to advance gender equality.

Projects will support priority objectives of ending violence against women and girls, improving women’s economic prosperity and encouraging women and girls in leadership and decision-making roles.

A Food Policy for Canada

Funding will contribute to the reduction of food insecurity, combat food fraud, encourage consumers to “Buy Canadian” and reduce food waste.

Operating funding will support a “Buy Canadian” promotional campaign, the establishment of the Food Waste Reduction Challenge and a new fund to increase access to food through investments in food infrastructure.

Protecting Democracy

Funding will support initiatives to strengthen Canadians’ resilience to online disinformation and to help mitigate online threats to Canada’s democratic institutions.

Operating funding and contribution payments will be used to expand digital media literacy programming, address current research gaps on online disinformation by creating the Digital Citizen Research Program, and engage with international stakeholders to develop guiding principles for online content.

Inclusion of Canadians with Visual Impairments and Other Print Disabilities

Funding will be used to increase the production and availability of accessible digital books for persons with print disabilities.

Contribution payments made through the Canada Book Fund will support independent Canadian publishers and industry organizations to produce and distribute accessible e-books and audio books.

Ensuring a Safe and Healthy Sport System

Contribution payments made through the Sport Support Program will be used to support Canadian sport organizations in promoting accessible, ethical, equitable and safe sports.

This funding will support three areas of work: addressing harassment, abuse and discrimination; supporting anti-doping activities; and developing tools and training to help address sport-related concussions.

Introducing a New Anti-Racism Strategy

Operating funding will support the creation of the federal Anti-Racism Secretariat to coordinate and monitor initiatives across government, enhance partnerships and reinforce community outreach and awareness. Funding will also support better collection of data to help guide policy and programming as well as launch the National Public Education and Awareness Campaign.

Contribution payments and “Grants for the Community Support, Multiculturalism, and Anti-Racism Initiative Program” in the amount of $2,500,000 will support community capacity-building and projects that promote diversity and inclusion, targeting racialized communities, Indigenous peoples and religious minorities. Contribution payments for the Anti-Racism Program will respond to gaps that results from overt, unconscious and systemic racism.

Expanding Support for Artists and Cultural Events

Funding will help meet demand for oversubscribed programs, support diversity in the arts and culture sector and better integrate Gender-Based Analysis Plus into program design.

Operating funding will support administration of contribution agreements, Gender-Based Analysis Plus research and provide an on-the-ground perspective on diversity in the arts sector.

Contribution payments will enhance the Canada Music Fund’s focus on promoting Canadian music by helping Canadian artists succeed in the face of increased competition from around the world.

Contribution payments and “Grants to the Canada Arts Presentation Fund” in the amount of $7,302,000 will help improve public access to a variety of professional artistic experiences.

“Grants in support of the Building Communities through Arts and Heritage Program” in the amount of $7,000,000 will support the Local Festivals component of the program.

Contribution payments and “Grants in support of the Celebration and Commemoration Program” in the amount of $3,470,000 will support the overall program.

Preserving, Promoting and Revitalizing Indigenous Languages

Operating funding and contribution payments will support the efforts of Indigenous peoples to reclaim, revitalize, maintain and strengthen Indigenous languages, the implementation of the Indigenous Languages Act and the creation of the Office of the Commissioner of Indigenous Languages.

National Day for Truth and Reconciliation

Funding will be used to increase community recognition and commemoration of the legacy of residential schools, and celebrate the heritage, cultures and contributions of Indigenous peoples.

Operating funding, contribution payments and “Grants in support of the Celebration and Commemoration Program” in the amount of $3,415,000 will be used for recognition and commemoration activities for National Indigenous Peoples Day and the proposed National Day for Truth and Reconciliation.

Providing Health Care to Refugees and Asylum Seekers

Operating funding for the Interim Federal Health Program will be used to provide limited, temporary healthcare coverage to resettled refugees and asylum claimants, until they become eligible for provincial or territorial health insurance or leave Canada, as well as pre-departure medical coverage for individuals identified for resettlement prior to arrival in Canada.

Helping Travellers Visit Canada

Funding will ensure that immigration, security and border officials are well-equipped to process growing demand for Canadian visitor visas, work and study permits, and to facilitate the efficient and secure entry of temporary residents into Canada.

Operating funding will address the increased volume of visa applications for the Temporary Resident Program. Funding will be used to hire additional staff, which will increase the capacity to process temporary resident applications, collect biometric information, and improve operational and information technology supports.

Enhancing the Integrity of Canada’s Borders and Asylum System

Funding will strengthen processes at the border and accelerate the processing of asylum claims and the removal of failed claimants.

Operating funding will support processing 50,000 asylum claims per year and facilitate the removal of failed asylum claimants. Funding will also be used to undertake activities to detect and discourage irregular migration into Canada.

Contribution payments and the “Grant for International Migration Capacity Building Program” in the amount of $3,000,000 will be used to deliver settlement services and capacity-building assistance to improve or maintain cooperation on removals with selected countries.

Improving Immigration Client Service

Funding will be used to improve the access, quality and timeliness of client support services provided at the Client Support Centre and high volume local offices. These centres respond to client enquiries and provide technical support and case status information.

Operating funding will be used to increase the number of client centre agents so that enquiries from clients can be responded to more quickly, and in-person services can be made more widely accessible.

Participation of Social Purpose Organizations in the Social Finance Market

Funding to establish the Investment Readiness Program will be used to improve the capacity of social purpose organizations, such as charities and non-profit organizations, to successfully participate in the social finance market.

Grant payments up to $3,000,000 and contribution payments for the “Investment Readiness Program” will be used to deliver training and supports for social purpose organizations. Supports will primarily be delivered through third-party organizations with established expertise.

Modernizing the Youth Employment Strategy: Implementing a Modernized Youth Employment Strategy

Funding will be used to streamline existing programming within the Youth Employment and Skills Strategy and provide more targeted support for vulnerable and under-represented youth.

Operating funding and contribution payments will be used to provide work placements, skills development and training programming, career mentorship services and job-search supports.

Investing in Service Canada: Old Age Security Service Improvement Strategy

Funding will modernize the delivery of Old Age Security benefits and make improvements to service delivery platforms.

Operating funding will be used to migrate the Old Age Security program to a more stable information technology platform, address increased workload pressures and conduct software upgrades and maintenance activities.

Boosting the Capacity of the Federal Mediation and Conciliation Services

Operating funding will be used to hire additional staff, including mediators, to strengthen the Federal Mediation and Conciliation Service’s capacity to advise on and help resolve collective bargaining disputes.

Empowering Seniors in their Communities

Grant payments in the amount of $20,000,000 will be made through the “New Horizons for Seniors Program” to support projects that improve the quality of life for seniors and increase opportunities for seniors to participate in their communities.

Grants made through the community-based stream will support local projects that enhance the social inclusion of seniors, such as leisure activity programs, meal delivery services and information sessions on fraud prevention.

Grants made through the Pan-Canadian stream will support multi-year projects using collaborative and innovative approaches to address seniors’ issues, such as an initiative to reduce burnout among caregivers for seniors with dementia.

Supporting Employment for Persons with Intellectual Disabilities and Autism Spectrum Disorders

Contribution payments delivered through the Canadian Association for Community Living, in partnership with the Canadian Autism Spectrum Disorders Alliance, will be used to continue the Ready, Willing and Able program.

This funding will help create employment opportunities for persons with intellectual disabilities and/or Autism Spectrum Disorder by increasing disability awareness and inclusive hiring practices among employers.

Establishing a Permanent Global Talent Stream

Funding will be used to establish the Global Talent Stream as a permanent program. This program provides Canadian firms with accelerated access to highly-skilled foreign workers to fill short-term labour market needs for which Canadian workers are not available.

Operating funding will be used to administer the Global Talent Stream and build capacity to manage increases in application volume.

Ensuring Income Security Benefits are Fair and Efficient

Operating funding will support the continued review and investigation of suspected cases of misrepresentation and abuse regarding eligibility and entitlement to benefits. Funding will also be used to increase capacity to detect, address and prosecute cases of complex fraud.

Expanding the Student Work Placement Program

Contribution payments made through the Student Work Placement Program will support an expansion of work-integrated learning opportunities for post-secondary students in all disciplines.

Operating funding for additional personnel will be used to review project proposals, administer contribution agreements, engage with stakeholders, and monitor and report on the program.

Supporting Black Canadian Communities

Funding will support projects that celebrate, share knowledge and build capacity in Black Canadian communities.

Grant payments in the amount of $5,000,000 will be distributed “to non-profit organizations for activities eligible for support through the Social Development Partnerships Program”. These funds will help increase the capacity of community-based organizations in Black Canadian communities.

Supporting Indigenous Post-Secondary Education

Contribution payments delivered through Indspire will expand access to bursaries and scholarships for First Nations, Inuit and Métis students.

Investing in Service Canada: Benefits Delivery Modernization

Operating funding will advance a project to improve business processes and information technology systems that support the delivery of benefits including Old Age Security, the Canada Pension Plan and Employment Insurance.

Investing in Service Canada: Migrating Call Centres to Modernized Platforms

Operating funding will be used to replace aging telephone platforms with modernized platforms that will reduce system outages and allow for more effective call centre operations.

Expanding the Canada Service Corps

Funding for the Canada Service Corps will increase of the number of volunteer service opportunities for Canadian youth aged 15 to 30.

Contribution payments will help expand the annual number of full- and part-time placements. Funding will also support the creation of new incentives, outreach activities and program supports to address barriers to participation in volunteer service programs.

Funding will also be used to establish a national campaign to promote awareness of the skilled trades as a first-choice career for young people.

Inclusion of Canadians with Visual Impairments and Other Print Disabilities

Contribution payments delivered through the Canadian National Institute for the Blind will expand the Come to Work program. This funding will be used to connect visually impaired persons with employers.

Operating funding will support research focussed on improving the accessibility of electronic payment terminals to enable persons with visual impairments to independently conduct daily activities.

Strengthening Canadaʼs Anti-Money Laundering and Anti-Terrorist Financing Regime

Funding will be used to modernize Canada’s Anti-Money Laundering and Anti-Terrorist Financing Regime as well as strengthen data resources, financial intelligence and information sharing to identify and meet evolving threats.

Operating funding will be used for additional personnel to meet the growing demand for advice on complex money laundering and terrorism financing issues.

Canada’s Marine Safety Response

Funding will help bring together federal, provincial and Indigenous partners to jointly plan for more efficient responses to marine pollution incidents.

Operating funding will support the collection and maintenance of information on areas of ecological, cultural or economic importance by environmental incident coordinators; and maintain real-time information sharing with the National Environmental Emergencies Centre.

Contribution funding will help build Indigenous and other stakeholder capacity for increased participation in integrated marine response planning initiatives.

Fisheries and Oceans Canada - Advancing Reconciliation

Funding will help to advance reconciliation by supporting engagement with Indigenous groups on fisheries rights.

Operating funding will increase the department’s capacity to engage with Indigenous groups. Contribution payments will help increase the capacity of Indigenous groups to participate in engagement and consultation activities on the co-development of fisheries policies and processes.

Protecting Democracy

Funding will support initiatives to strengthen Canadians’ resilience to online disinformation and to help mitigate online threats to Canada’s democratic institutions.

Operating funding will be used to establish a Coordination Unit for the G7 Rapid Response Mechanism to strengthen international cooperation and information sharing in response to foreign threats to G7 democracies.

Protecting Canada’s National Security

Funding will strengthen the government’s capacity to assess and respond to economic-based security threats.

Operating funding will be used to analyze economic-based security threats and develop risk-mitigation strategies for national security challenges arising from trade and investment.

Renewing Canada’s Middle East Strategy

Funding will be used to renew the Middle East Strategy with a greater focus on building stability, governance and long-term resilience.

Operating expenditures will support the Middle East Strategy through three streams: humanitarian and development assistance; security and stabilization; and diplomatic engagement.

Funding for grants include “Grants from the International Development Assistance for Multilateral Programming” in the amount of $165,000,000, “Grants from the International Development Assistance for Bilateral Programming” in the amount of $40,000,000, “Grants in support of the Peace and Stabilization Operations Program” in the amount of $19,100,000 and “Grants for Counter-Terrorism Capacity Building Program” in the amount of $5,000,000 to support the Middle East Strategy.

Funding for inspection activities through the Bovine Spongiform Encephalopathy Program will help ensure that Canadian cattle and beef products are safe for consumers both in Canada and international markets.

Operating funding will support ongoing work to analyse and evaluate scientific research related to Bovine Spongiform Encephalopathy. This analysis will help inform the development of food standards, policies and guidance to the food industry.

Bringing Innovation to Regulations

Funding will support the implementation of regulatory initiatives to accommodate emerging technologies and better align regulatory frameworks with industry realities.

Operating funding will be used to advance four regulatory modernization initiatives under the Health and Biosciences Roadmap and the Agri-Food and Agriculture Roadmap: food, clinical trials, drugs and medical devices, and therapeutic products. Specifically, funding will be used to develop the appropriate policy frameworks, make the associated legislative and regulatory amendments and design an approach for implementing the regulations.

Enhancing the Federal Response to the Opioid Crisis in Canada

Funding will expand access to a safe supply of prescription opioids and opioid overdose response training in underserved communities.

Operating funding will be used to support program delivery and oversight, and to manage engagement with organizations developing and delivering initiatives.

Contribution funding to community led- and front-line initiatives will help fill service gaps and scale-up life-saving measures such as increasing access to the overdose reversal drug Naloxone.

Advancing Reconciliation by Settling Specific Claims

Funding will be used to renew and replenish the Specific Claims Settlement Fund and provide additional support to First Nations to research and develop their claims.

Settlement payments in the amount of $875,000,000 will be paid through the grant entitled “Grants to First Nations to Settle Specific Claims Negotiated by Canada and/or Awarded by the Specific Claims Tribunal, and to Indigenous Groups to Settle Special Claims”.

Funding for First Nations research into specific claims will be delivered through contribution agreements.

Indigenous Youth and Reconciliation

Funding will be used to establish an Indigenous youth pilot program to support the delivery of reconciliation-focused programs and activities by community-based youth organizations.

Contribution payments made through the Canadian Roots Exchange program will be used to establish a national network of Indigenous youth, provide resources and mentorship for youth to develop policy solutions, and expand community-based youth activities and events.

Improving Emergency Response On-Reserve: Strengthening Emergency Preparedness

Funding will increase First Nation community resiliency against emergency events and build their emergency management capacity.

Contribution payments and operating funding will support the Emergency Management Assistance, Primary Health Care, and Capital Facilities and Maintenance Programs. This funding will help improve First Nation’s capacity to prepare for, respond to, and recover from emergency events; prepare communities for health emergencies and ensure continued access to health care services during emergencies; and support structural mitigation projects to adapt to and prevent the impacts of natural disasters.

Funding for emergency management initiatives will strengthen Canada’s ability to assess and mitigate the risks posed by natural disasters.

Contribution payments for the FireSmart initiative will strengthen the participation of Indigenous communities in national emergency management governance and enhance their resilience to wildfires.

Contribution payments will establish the Indigenous Fire Marshall’s Office for the purpose of engaging with Indigenous organizations and communities to improve fire safety on-reserve.

“Grants to Support the First Nations Post-Secondary Education Strategy” in the amount of $19,842,582 and “Grants to Support the Inuit Post-Secondary Education Strategy” in the amount of $1,446,898 will be delivered directly to eligible students.

On Track to Eliminate Boil Water Advisories On-Reserve

Funding will support ongoing efforts to eliminate and prevent long-term drinking water advisories on-reserve.

Contribution payments will be used for capital investments in vulnerable water systems and for operations and maintenance of public water and wastewater systems on-reserve.

Improving Assisted Living and Long Term Care

Contribution payments through the Assisted Living Program will ensure the ongoing provision of non-medical social supports to on-reserve members of First Nations communities with chronic illnesses or disabilities. These social supports include home care, adult foster care and institutional care.

Funding will support the co-development and implementation of an Inuit-specific approach that addresses health disparities facing Inuit children and improves access to health, social and educational services.

Contribution funding will support the ongoing delivery of the First Nations Regional Health Survey by the First Nations Information Governance Centre.

The Survey provides health data on First Nations communities across Canada, which is used to identify gaps in health care services and inform health policy and programming at the community, regional, and national level.

Giving Young Canadians Digital Skills

Funding for the Cancode program will support ongoing activities to provide Canadian youth with coding and digital skills, expand the program to include more advanced digital skills development, and increase its focus on program delivery to under-represented and at-risk youth.

Contribution payments through the Cancode program will be provided to not-for-profit organizations to deliver training to youth, provide teachers with professional development tools, and acquire technological equipment and materials.

Access to High-Speed Internet for all Canadians

Contribution payments through the Connect to Innovate Program will support new high-speed internet infrastructure projects to service rural, remote and underserved regions in Canada.

Projects will include installing fibre optic cabling within and between communities, laying submarine cabling where there is no road access, increasing capacity of existing cell towers, and directly connecting remote homes and businesses to backbone broadband infrastructure.

Launching a Federal Strategy on Jobs and Tourism (FedNor)

Funding will be used to create the Canadian Experiences Fund. This fund will promote tourism outside of Canadian urban centres and outside of the summer season.

Contribution payments will support activities such as designing new or improved tourism services and products; market readiness training for businesses; and creating or improving tourism facilities.

Operating funding will be used to collect and analyze survey data on marine bird health and habitat in the Salish Sea; work with Indigenous groups on bird monitoring and mapping projects; and improve integrated response plans by enhancing interoperability and availability of its National Environmental Emergencies Centre’s services and participating in spill preparedness and response activities.

Contribution funding will support Indigenous participation in the marine safety system through collaborative bird monitoring programs and data collection.

Strong Arctic and Northern Communities

Funding will be used for critical repairs and necessary upgrades to the Eureka Weather Station on Ellesmere Island, Nunavut. Eureka is one of three Canadian upper atmosphere monitoring stations which collect and provide data to support weather forecasting and climate modelling.

Operating and capital funding will support the construction and refurbishment of critical infrastructure, including the site’s runway, living quarters, laboratories and heating, water and wastewater systems.

Implementing a Federal Carbon Offset System

Funding will be used to develop the information technology infrastructure and tracking systems required for a national carbon offset credit system.

Operating and capital funding will be used to continue development of the reporting and compliance tracking components of the platform to ensure that large industrial emitters fulfill emissions requirements.

Encouraging Canadians to Use Zero Emission Vehicles

Funding will support initiatives to make Zero Emission Vehicle (ZEV) ownership more attractive and affordable for Canadians.

Funding for a ZEV incentive program will be delivered by third parties and will provide consumers with up to $5,000 for eligible electric battery, hydrogen fuel cell or longer range plug-in hybrid vehicles.

“Incentives for Zero-Emission Vehicles Program” in the amount up to $67,726,813 will be paid directly to consumers for the purchase or lease of a ZEV until third party delivery of the program can begin.

Safe and Secure Road and Rail Transportation: Rail Safety and Transportation of Dangerous Goods Programs

Operating funding will support a variety of activities that include addressing outstanding regulatory gaps; increasing the frequency of inspections and enforcement actions; engaging with stakeholders; and promoting regulatory alignment and information sharing with international partners.

Grant payments in the amount of $500,000 will support the “Rail Safety Improvement Program”.

Safe and Secure Road and Rail Transportation: Motor Vehicle Safety Program

Renewed funding for the Motor Vehicle Safety Program will be used to implement new regulatory provisions in the Motor Vehicle Safety Act. Activities will include conducting vehicle defect investigations and recall activities, developing and implementing enforcement programs, and continuing work on a safety framework for emerging transportation technologies.

Safe and Secure Road and Rail Transportation: Remote Passenger Rail Program

Renewed funding for the Remote Passenger Rail Program will support existing transportation services to remote Indigenous communities.

Contribution payments will be provided in two passenger rail corridors, between Sept-Îles and Schefferville service in Quebec and Labrador, and between The Pas and Pukatawagan service in northern Manitoba.

Delivering Better Service for Air Travellers

Funding will help ensure that air travellers and workers at airports are effectively screened.

Operating funding will be used to increase the number of security clearances issued under the Transportation Security Clearance Program and reduce the current backlog of applications. Funding will be used to recognize the contribution of Métis veterans to Canada’s Second World War efforts and to commemorate the sacrifices and achievements of all Métis veterans.

Contribution payments to the Métis National Council will be used to provide recognition payments to eligible Second World War Métis Veterans or their surviving spouses, and support commemorative initiatives to promote awareness and appreciation of Métis Veterans’ wartime sacrifices and contributions.

Funding will support ongoing activities of the Highway of Heroes Tree Campaign.

Operating funding will enable Statistics Canada to assess data needs to improve monitoring of real estate purchases and information sharing with government partners.

Federal Public Service Dental Plan Amendments

Funding will be used to implement plan amendments as a result of an arbitral decision on negotiations for the Public Service Dental Care Plan.

Ensuring Proper Payments for Public Servants

Funding will be used to continue progress on pay stabilization efforts by increasing capacity to process pay transactions, improving system automation and streamlining “HR-to-Pay” processes across the government.

Operating funding will be used to continue working with departments and agencies to address common pay issues by improving and better aligning human resources processes. Funding will also be used to develop and track service standards and performance measures for the transactions linked to pay administration.

Advancing Gender Equality

Funding will be used to help address systemic barriers to women’s progress and advance gender equality in Canada.

Operating funding will support government-wide collection of Gender-based Analysis Plus data.
