Vote 5 – Government Contingencies $6,494,530

Subject to the approval of the Treasury Board, to supplement other appropriations and to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for, including grants and contributions not listed in the Estimates and the increase of the amount of grants listed in these, where those expenditures are within the legal mandate of a government organization, and authority to reuse any sums allotted and repaid to this appropriation from other appropriations.

Canadian Transportation Agency

Funding to increase dispute resolution capacity

The Treasury Board authorized an allocation of up to $3,700,000 to the Canadian Transportation Agency to ensure the timely hiring of personnel to support the Air Complaint Resolution Program. Additional staff will help address complaints from air passengers with respect to flight delays and cancellations, denied boarding, tarmac delays of three hours or more, lost or damaged baggage and accessibility issues in the aviation sector.

Department of Finance

Funding for Indigenous Engagement on the Trans Mountain Expansion Project and the Associated Participant Funding Program

The Treasury Board authorized an allocation of up to $11,444,160 to the Department of Finance to provide timely contribution funding to Indigenous groups. This funding will facilitate participation of Indigenous communities in consultations to increase the economic benefits of the Trans Mountain Expansion Project for their communities.

Department of Fisheries and Oceans

Funding to support self-employed fish harvesters in Canada (COVID-19)

The Treasury Board authorized an allocation of up to $70,000,000 to the Department of Fisheries and Oceans to provide uninterrupted payments to self-employed fish harvesters across the country. This financial assistance will help mitigate economic disruptions in the fisheries sector resulting from the COVID-19 pandemic and create greater economic certainty for fish harvesters ineligible for other federal relief programs.

An allocation of $6,494,524 was made to provide urgent payments for the “Grant Program to Support Self-employed Fish Harvesters in Canada Affected by COVID-19” between October 1 and October 2, 2020. This allocation ensured the uninterrupted delivery of this program during the legislative process to extend an existing statutory authority under the Public Health Events of National Concern Payments Act.

Funding to advance reconciliation on Indigenous rights and fisheries issues

The Treasury Board authorized an allocation of up to $40,000,000 to the Department of Fisheries and Oceans to ensure the department has sufficient funds to promptly enter into a contribution agreement with Indigenous communities to support Indigenous reconciliation priorities.

Funding for the Global Partnership on Artificial Intelligence Secretariat

The Treasury Board authorized an allocation of up to $320,000 to the Department of Industry for timely payments under the “Grant to the Organisation for Economic Co-operation and Development” to support Canada’s participation in the Global Partnership on Artificial Intelligence.

The Treasury Board authorized an allocation of up to $802,189 to the Leaders Debate Commission to maintain limited operations and ensure that the commission is prepared to organize debates once the 44th general election is called.

Social Sciences and Humanities Research Council

Funding to support research institutes and universities (COVID-19)

The Treasury Board authorized an allocation of up to $449,439,930 to the Social Sciences and Humanities Research Council to provide timely payments for the grant entitled “Canada Research Continuity Emergency Fund”. This grant will support the wages of research staff and the costs associated with maintaining research activities at universities and health research institutes.

Vote 15 – Compensation Adjustments $19,210,823

Subject to the approval of the Treasury Board, to supplement other appropriations that may need to be partially or fully funded as a result of adjustments made to terms and conditions of service or employment of the federal public administration, including members of the Royal Canadian Mounted Police and the Canadian Armed Forces, Governor in Council appointees and Crown corporations as defined in section 83 of the Financial Administration Act. Permanent allocations from TB Vote 15 will be given to organizations upon release of Supply for Supplementary Estimates (B), 2020-21.
