Subject to the approval of the Treasury Board, to supplement other appropriations and to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for, including grants and contributions not listed in the Estimates and the increase of the amount of grants listed in these, where those expenditures are within the legal mandate of a government organization, and authority to reuse any sums allotted and repaid to this appropriation from other appropriations.

Department of Agriculture and Agri-Food

Funding to support the Canadian Wine Industry

The Treasury Board authorized an allocation of up to $33,001,343 to the Department of Agriculture and Agri-Food to provide timely payments under “Grants to support the Canadian wine industry”. This funding is to provide transitional support to licensed Canadian wineries and cideries adjusting to the elimination of an excise duty exemption that has been in place since 2006.

Department of Canadian Heritage

Funding to support the viability of Canadian creative, cultural and heritage organizations (Budget 2022)

The Treasury Board authorized an allocation of up to $17,600,000 to the Department of Canadian Heritage to make timely payments up to $13,600,000 under the “Grants under the Museums Assistance Program” and up to $4,000,000 under the “Grants to the Canada Arts Presentation Fund”. The Museum Assistance Program supports heritage organizations’ efforts to conserve their collections as these organizations recover from pandemic-related losses. The Canada Arts Presentation Fund assists owners and operators of indoor venues to address operating costs where significant losses due to COVID‑19 public health restrictions and capacity limits can be demonstrated.

Department of Citizenship and Immigration

Funding for immigration, settlement measures, temporary accommodations and income support for Ukrainians

This allocation allowed the Department of Immigration and Citizenship to make timely payments under the “Grant for the Resettlement Assistance Program”. The funding supports the Canada-Ukraine Transitional Assistance Initiative which provides a one-time transitional assistance payment to Ukrainian temporary residents to help meet basic needs.

This allocation was entirely repaid upon supply of the 2022-23 Supplementary Estimates (A) in June 2022.

Funding for resettlement of Afghan refugees (Budget 2022)

The Treasury Board authorized an allocation of up to $84,701,562 to the Department of Immigration and Citizenship to make timely grant payments up to $77,701,562 under the “Grant for the Resettlement Assistance Program” and up to $7,000,000 under the “Grant for International Migration Capacity Building Program”. The Resettlement Assistance Program provides government assisted refugees with such support as temporary accommodations and up to one year of income support. The International Migration Capacity Building Program supports initiatives advancing global migration policies and programs aligned with Canada’s migration and humanitarian objectives.

Department of Crown-Indigenous Relations and Northern Affairs

Funding for self-governing and modern treaty First Nation, Inuit, and Métis housing (Budget 2022)

This allocation allowed the Department of Crown-Indigenous Relations and Northern Affairs to provide timely payments for the grant entitled “Grants to implement comprehensive land claims and self-government agreements and other agreements to address Section 35 Rights”. This funding supports the advanced purchase and delivery of construction materials to ensure critical construction projects may proceed within the extremely short summer construction and sealift seasons.

Funding for childhood claims, abuse compensation and administration costs for the Federal Indian Day Schools and Sixties Scoop Settlement Agreements

The Treasury Board authorized an allocation of up to $150,000,000 to the Department of Crown-Indigenous Relations and Northern Affairs to support administration costs of the Federal Indian Day Schools Settlement Agreement.

Department of National Defence

Funding for military aid to Ukraine (Budget 2022)

This allocation allowed the Department of National Defence to make contributions to eligible organizations for the purpose of purchasing and donating lethal and non-lethal aid to Ukraine, as well as associated training and maintenance.

This allocation was entirely repaid upon supply of the 2022-23 Supplementary Estimates (A) in June 2022.

Funding to support access to information and litigation support function

The Treasury Board approved an allocation of up to $13,547,669 to Library and Archives of Canada to improve access to information and litigation support in response to formal recommendations of the Information Commissioner. The funds will be used to reduce the backlog of access requests and increase litigation readiness and settlement response capacity.

Funding to support the viability of Canadian creative, cultural and heritage organizations (Budget 2022)

The Treasury Board authorized an allocation of up to $9,200,000 to Telefilm Canada to provide financial support to Cinema Exhibitors and Film Distributors whose business operations were affected by public health measures associated with COVID‑19 protocols including operational shut-downs and reduced seating capacity.
