Vote 5 – Government Contingencies $68,900,003

Subject to the approval of the Treasury Board, to supplement other appropriations and to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for, including grants and contributions not listed in the Estimates and the increase of the amount of grants listed in these, where those expenditures are within the legal mandate of a government organization, and authority to reuse any sums allotted and repaid to this appropriation from other appropriations.

Canadian Energy Regulator

Funding to implement the Impact Assessment Act

The Treasury Board approved an allocation of up to $1,599,390 to the Canadian Energy Regulator to renew and expand its partnerships with Indigenous Peoples and to support the Data and Information Innovation Initiative. Renewed resources include technical experts, socio-economic specialists, Indigenous engagement and consultation experts and public engagement experts that will provide expertise in support of the Canadian Energy Regulator’s mandate. In its new role as Crown Consultation lead, the Canadian Energy Regulator will use these funds to engage additional dedicated resources such as technical specialists, an environmental analyst and legal counsel.

Funding for the Muslims in Canada Archives (Budget 2022)

This allocation allowed the Department of Canadian Heritage to make a timely payment under the “Grant in support of the Muslims in Canada Archives”. The Muslims in Canada Archives is a collaborative initiative of the Institute of Islamic Studies at the University of Toronto and this payment to an endowment fund will further the Archives’ work to acquire, organize, preserve and present the contributions made to Canadian culture and heritage by Muslim individuals and organizations.

Funding for the Jean Augustine Chair in Education, Community and Diaspora, the Special Envoy on Preserving Holocaust Remembrance and Combatting Antisemitism and the Special Representative on Combatting Islamophobia (Budget 2022)

The Treasury Board authorized an allocation of up to $1,500,000 to the Department of Canadian Heritage to make a timely payment under the grant “Funding to support the Jean Augustine Chair in Education, Community and Diaspora”. The payment to an endowment fund will support long-term research and initiatives designed to assist members of racialized communities overcome barriers to educational and career achievement.

This allocation allowed the Department of Citizenship and Immigration to make timely payments under the “Grant for the Resettlement Assistance Program”. The funding supports the Canada-Ukraine Transitional Assistance Initiative which provides a one-time transitional assistance payment to Ukrainian temporary residents to help meet basic needs.

The Treasury Board authorized an allocation of up to $104,900,000 to the Department of Citizenship and Immigration to make timely payments under the “Grant for the Resettlement Assistance Program”, from which $70,000,000 has been previously accessed. The funding supports the Canada-Ukraine Transitional Assistance Initiative which provides a one-time transitional assistance payment to Ukrainian temporary residents to help meet basic needs.

This allocation was entirely repaid upon supply of the 2022-23 Supplementary Estimates (B) in December 2022.
