As part of Army Reserve Transformation, the Army has identified a shortage of engineer resources.

In addition to supporting expeditionary tasks each Division has been assigned the task of generating a Medium Girder Bridge Squadron and a Floating Bridge Squadron for the Army. Although other Land Force Divisions have Reserve Engineer Regiments, 5 Canadian Division (5 Cdn Div) only has two independent squadrons and as a result the Chief of Land Staff directed 5 Cdn Div to proceed with the growth of an Engineer Regiment in each of our two Reserve brigades. 36 and 37 Combat Engineer Regiments (CER) will be created over the next five years by internally adjusting existing structure and resources. To create 36 and 37 CER, unfilled structure will be reallocated within each brigade.

The first objective was to establish engineer troops in Halifax and Fredericton. 37 Combat Engineer Regiment headquarters and 56 Engineer Squadron will be located St. John's with 1 Engineer Squadron located in Fredericton.
