Background

As part of a quarterly series highlighting trends in Structured Intervention Units (SIUs) within the Correctional Service of Canada (CSC), the current analysis examines SIU authorizations in the first quarter of the 2025 to 2026 fiscal year (that is, April 1st, 2025, to June 30th, 2025).

Average monthly SIU authorizations in Q1 represented:

There has been an increase in the number of SIU authorizations that commence at a Restricted Movement (RM) site rather than an SIU siteFootnote 1   (such as, 45% in Q1 compared to 38% in fiscal year 2024 to 2025). Stays that commenced at RM sites were more common in the Ontario region (80%) and the Pacific region (60%) relative to other regions (10% to 36%).

Authorization reason

In Q1, 49% of authorizations were justified under 34.1 A (security) of the Corrections and Conditional Release Act (CCRA); an increase from the previous quarter, while 47% were justified under 34.1 B (safety). Authorizations justified under 34.1 C (investigation) remained relatively uncommon (3%). Regional variation with respect to trends in transfer reason is presented in Table 2.

Discussion

SIU authorization counts decreased in the first quarter of the 2025 to 2026 fiscal year relative to the prior quarter. Authorizations remained highest in the Quebec region, with the majority justified under 34.1 A (security) of the CCRA.
