Background
As part of a quarterly series highlighting trends in Structured Intervention Units (SIUs) within the Correctional Service of Canada (CSC), the current analysis examines SIU authorizations in the third quarter of the 2025 to 2026 fiscal year (i.e., October 1st, 2025, to December 31st, 2025).
Overview of Authorizations
In Q3 of the 2025 to 2026 fiscal year:
- There were 765 new authorizations to an SIU, a decrease from the previous quarter (789), but an increase from the quarterly average of 701 in the previous fiscal year.
- The average number of new monthly authorizations in Q3 was 242, representing around 1.6% of the in-custody population.
- Most (93%) authorizations occurred at men’s institutions.
Regional Trends
Average monthly SIU authorizations in Q3 represented 1.7% of the in-custody population in the Atlantic region, 3.3% in the Quebec region, 1.2% in the Ontario region, 1.0% in the Prairie region, and 1.3% in the Pacific region.
There was an increase in the number of SIU authorizations that commenced at a Restricted Movement (RM) site rather than an SIU siteFootnote 1 (such as, 44% in Q3 compared to 40% in Q2). Stays that commenced at RM sites were more common in the Ontario region (81%) relative to other regions (9% to 46%), consistent with prior periods.
Authorization Reason
In Q3, 53% of authorizations were justified under 34.1 A (security) of the Corrections and Conditional Release Act (CCRA), while 44% were justified under 34.1 B (safety). Authorizations justified under 34.1 C (investigation) remained uncommon. Regional variation with respect to trends in transfer reason is presented in Table 2.

Discussion
SIU authorization counts decreased in the third quarter of the 2025 to 2026 fiscal year relative to the prior quarter. In line with ongoing trends, authorization counts remained highest in the Quebec region, with the majority justified under 34.1 A (security) of the CCRA.
