Annex A - First Aid, Cardiopulmonary Resuscitation and Automated External Defibrillation Requirements and Course Summary

Group of CAF Members

Cadets of all CAF Components

Level of Qualification Required Military Basic First Aid (MBFA), CPR LEVEL A and AED
Objective To satisfy the knowledge and skill requirements necessary to perform basic FA and CPR level A and AED in life-savings situations.
Prerequisites No prerequisites.
Conduct of Training

Basic FA lessons (with mandatory lessons) and CPR Level A and AED

Training will be conducted in accordance with the Military First Aid Instructor’s Guide (A-MD-050-111/PF-009).

To ensure consistency in training, the MBFA course and CPR Level A will consist of 7.5 hours of instruction and include the following mandatory lessons:

  • Roles and Responsibilities of the First Aider;
  • Casualty Management–Unresponsive Casualty;
  • Casualty Management–Responsive Casualty with Head/Spinal Injury;
  • Adult Resuscitation;
  • Severe Bleeding; and
  • Medical Conditions.

When training Cadets, Junior Canadian Rangers, Cadet Instructors Cadre or COATS Officers to the MSFA level; the four military chapters may be disregarded and replaced by any other of the elective lessons as per area requirements.

Course Components

Three components: audio-visual aids, student’s reference book and practical exercises. The reference manuals for this course are:

  • A-MD-050-111/PF 009 – Military First Aid Instructor’s Guide;
  • A-MD-050-111/PW 001 – Military First Aid Reference Guide; and
  • A-MD-050-111/PX 003 – Military First Aid Examination.
Certification/Re-certification

A DND SCFA Course Roster will be completed and submitted to: (+DNDSpecial-Centre-FirstAid@CMP DHSD@Ottawa-Hull).

Each roster will then be allocated a DND SCFA course number and annotated in the respective FAI/FAIT records.

Basic FA/CPR level A/AED certificates will be issued to all successful students.

MBFA re-certification is required every three years.

NCMs and Officers of all CAF components 

Level of Qualification Required

MSFA, CPR Level C and AED

Note: The AED training applies to the Canadian Rangers where it is practical to do so and when deemed necessary by the CRPG CO.

Objective To satisfy the knowledge and skill requirements necessary to perform MSFA and CPR/AED in life saving situations.
Prerequisites No prerequisites.
Conduct of Training

Mandatory and elective lessons as specified in the Military First Aid Instructor’s Guide (A-MD-050-111/PF009 Page AP-A-3).

The MSFA course, CPR Level C and AED will consist of a minimum of 13 hours of instruction and include the following mandatory lessons:

  • Roles and Responsibilities of the First Aider;
  • Casualty Management–Unresponsive Casualty;
  • Casualty Management–Responsive Casualty with Head/Spinal Injury;
  • Enhance Adult Resuscitation (22);
  • Severe Bleeding; and
  • Medical Conditions. 

Note - The 4 military chapters shall be taught as part of the elective lessons. 

Course Components

Certification/Re-certification

A DND SCFA Course Roster will be completed and submitted to: (+DND-Special-Centre-FirstAid@CMP DHSD@Ottawa-Hull).

Each roster will be allocated a DND SCFA course number and annotated in the respective FAI/FAIT records.

Standard FA/CPR level C and AED certificates will be issued to all successful students.

Re-certify to the MSFA/CPR Level C and AED is required every three years.

The Instructor is responsible to ensure the qualification is entered in HRMS.

Members deploying to Risk Level two (2) or higher operations

Level of Qualification Required

Combat Related First Aid (CRFA)

Objective To satisfy the knowledge and skill requirements necessary to perform specialized FA skills related to combat.
Prerequisites Recent (within one year) MSFA, CPR Level C and AED.
Conduct of Training

Two days of CRFA training.

Personnel employed outside of the secure camp environment must receive this training prior to deployment.

Course Components

This training will cover the following areas:

  • Care under fire;
  • Tactical Field Care; and
  • CASEVAC Care.
Certification/Re-certification  

Selected personnel working with units working outside of the secure confines of the camp of Risk Level two (2) or higher operations (a minimum of one (1) person per section). 

Level of Qualification Required

Tactical Combat Casualty Care (TCCC)–AJCI

Objective To satisfy the knowledge and skill requirements necessary to provide soldiers TCCC in situations where a (0334) Medical Technician is not readily available and to provide additional assistance to (0334) Medical Technicians in multiple casualty combat situations.
Prerequisites MSFA & CRFA
Conduct of Training

This training will consist of two (2) weeks of classroom, lab and scenario-based training.

This training should be provided as close as operational preparations permit, but not more than six (6) months prior to deployment.

Course Components In accordance with QS A-P3-002TCCC/PC-B01.
Certification/Re-certification  

Stewards, Hull Techs, full-time ambulance drivers (part-time drivers should be qualified if practical), casualty clearing team members, and other personnel as designated by their Comd/CO.

Level of Qualification Required

Medical First Responder (MFR) & CPR level C with AED

Objective To satisfy the knowledge and skill requirements necessary for certification as a MFR in accordance with the DND SCFA and St. John Ambulance Standards.
Prerequisites MFR Course candidates must have completed St. John Ambulance MSFA within the past two years.
Conduct of Training

A 40-hour comprehensive training program for members with specific responsibilities for caring for the sick and injured.

Course Components

Three teaching components – audio-visual, student's activity book and practical exercises. The reference manuals for this course are :

  • A-MD-050-113/PF 041 – MFR/PRM DVD;
  • A-MD-050-111/PF 039 - Medical First Responder Reference Guide; and

Certification/Re-certification

A DND SCFA Course Roster will be completed and submitted to : (+DNDSpecial-Centre-FirstAid@CMPDHSD@Ottawa-Hull)

Each roster will be allocated a DND SCFA course number and annotated in the respective FAI/FAIT records.

MFR/CPR level C/AED certificates will be issued to all successful students.

MFR re-certification is required every three years.

CPR level C/AED re-certification is required every three years.

HCP/CPR level C re-certification is required every year.

First Aid Instructor

CAF/DND personnel may be trained as FAIs on the recommendation of their supervisor and after having demonstrated the desire to teach FA and CPR courses. FAI courses are authorized by DND SCFA but organized and run at the Unit level.

Level of Qualification Required

Instructor Development Program (IDP) Phase I

Objective To satisfy the knowledge and skill requirements necessary for certification as a FAI in accordance with the DND SCFA and St. John Ambulance standards, and to maintain quality control in teaching military FA. Deliver FA training to DND/CAF Personnel.
Prerequisites

Candidates must:

  • Be qualified MSFA, CPR Level C and AED within the previous year;
  • Be employed as a Military FA/CPR/AED instructor on completion of training;
  • PLP or Specialty Specification (SS): AHCH Instructional Techniques for NCM qualification would be an asset; and
  • SS: AHCH Instructional Techniques for Officer Qualification would be an asset.
Conduct of Training

Candidates must complete a Threshold Knowledge Test and achieve 80%.

Conducted in accordance with IDP standards set up by St-John Ambulance National Headquarters.

Formal monitoring (IDP Phase II) must be completed within six months of IDP Phase I.

Certification/Re-certification

A DND SCFA Course Roster will be completed (IDP Part I) and forwarded to the DND SCFA. (+DND-Special-Centre-FirstAid@CMP DHSD@Ottawa-Hull).

Successful candidates of the IDP Phase I will be required to co-teach two to three courses with an experience certified instructor in order to gain experience, confidence and knowledge. They will then be monitored by a FAIT (Phase II).

Formal monitoring (IDP Phase II) must be completed within six months of IDP Phase I.

Should the student not have the opportunity to meet the requirements stated above, a written substantiation may be submitted to the DND SCFA by the supervisor for review/approval.

  • After formal monitoring and student meets the standard, the FAIT must submit a completed AF2 form (Application for Instructor/ Instructor-Trainer Certificate) and monitoring form (annex D) to the DND SCFA (+DND-Special-CentreFirstAid@CMP DHSD@Ottawa-Hull).

DND SCFA will issue a FAI certificate.

Re-certification is mandatory every three years. 

To re-certify, FAIs must meet the following requirements:

  • have taught no less than six courses during the current three-year period;
  • have been monitored by a FAIT at least once during the six months preceding application for re-certification; and
  • FAIT must submit a completed AF2 form (Application for Instructor/Instructor-Trainer Certificate) and monitoring form (annex D) to the DND SCFA (+DND-Special-CentreFirstAid@CMP DHSD@Ottawa-Hull).

Should the applicant not have the opportunity to meet the requirements stated above, a written substantiation and recommendation for re-certification, may be submitted to the DND SCFA by the supervisor for review/approval.

First Aid Instructor Trainer.

CAF/DND personnel holding a current FAI qualification, and recommended by their supervisor, are eligible for training as FAIT.

Selection of FAIT candidates will be based on the member’s expertise as a FAI and on communication skills.

Level of Qualification Required

Instructor Trainer Development Program (ITDP)

Objective

FAIT courses focus on Instructor-Trainer development, monitoring, skill performance, and evaluation and counselling techniques. The objectives are to satisfy the knowledge and skill requirements necessary for certification as a FAIT and to conduct FAI courses in accordance with units’ requirements.

FAITs are the principal advisors to their respective supervisor on matters pertaining to FA, CPR and AED Training.

Prerequisites

All potential FAIT must be submitted to DND SCFA for approval.

Candidates scheduled to undergo FAIT training must meet the following prerequisites:

  • Hold a current FAI Certificate;
  • A minimum of two years of teaching FA;
  • Be recommended by their CoC (supervisors) and Senior base/unit FAIT; and
  • Employed as a military FAIT on completion of training.
Conduct of Training

Conducted in accordance with ITDP standards set up by St-John Ambulance National Headquarters.

Course Components

Certification/Re-certification

Members will be awarded the FAIT qualification in accordance with the St. John Ambulance Program Standards. Upon having attended and successfully completed the ITDP Phase I and having been monitored during Phase II while teaching an IDP course.

This includes instructing at least half (50%) the IDP course lecture material and actively participating in the ongoing and final evaluation of students.

After completion of ITDP Phase I and II, the FAIT must submit a completed AF2 form (Application for Instructor/Instructor-Trainer Certificate) and monitoring form (Annex D) to the DND SCFA(+DND-Special-Centre-FirstAid@CMP DHSD@Ottawa-Hull).

DND SCFA will issue a FAIT certificate.

FAIT re-certification is mandatory every three years.

To re-certify, FAITs must meet the following requirements:

  • Have taught no less than six MSFA courses during the three year period;
  • Have taught at least one IDP course in the previous three-year period; and
  • In the third year, have attended at least one Instructor-Trainer workshop that includes CPR/AED components and be monitored by a FAIT while teaching.
  • Should the applicant not have the opportunity to meet the requirements stated above, a written substantiation and recommendation for re-certification, may be submitted to the DND SCFA by the supervisor for review/approval.
