Application: This DAOD is a directive that applies to employees of the Department of National Defence (DND employees) and an order that applies to officers and non-commissioned members of the Canadian Armed Forces (CAF members).

4. Policy Direction

Context

4.1 Under section 2 of the National Defence Act, materiel consists of all public property, other than real property, immovables and money, provided for the CAF or for any other purpose under that Act, and includes any vessel, vehicle, aircraft, animal, missile, arms, ammunition, clothing, stores, provisions or equipment.

4.2 OGDs may request that the DND and the CAF transfer materiel to meet their requirements.

4.3 This DAOD and DAOD 3017-1, Management of the Transfer of Materiel to Other Government Departments, do not deal with the transfer of real property or immovables as those terms are defined in section 2 of the Federal Real Property and Federal Immovables Act.

Policy Statement

4.4 The DND and the CAF are committed to efficiently carrying out the transfer, if practicable and appropriate, of surplus and non-surplus materiel requested by OGDs.

Requirements

4.5 The DND and the CAF shall:

  1. respond without delay to requests by OGDs for the transfer of materiel;
  2. ensure that materiel is subject to the transfer process set out in DAOD 3017-1;
  3. transfer materiel with no warranty as to condition, serviceability or fitness for use;
  4. ensure compliance with any conditions in respect of controlled goods;
  5. keep records of decisions and approval documents substantiating the transfer of materiel; and
  6. report the impact of the transfer of materiel and update the respective materiel inventory and accounting records in:
    1. the Equipment Data Repository and FMS;
    2. CFSS; and
    3. DRMIS.

Authority

5.1 The DDSAL has the authority to:

  1. approve the transfer of materiel to an OGD; and
  2. determine the value of the materiel for the transfer.
