Leadership

Directorate Professional Military Conduct

The Directorate Professional Military Conduct (DPMC) is the strategic level planning and coordination organization leading the CAF’s institutional change efforts to address sexual misconduct and promote a focus on the dignity and respect of the individual, through Operation HONOUR activities.

Mandate for Directorate Professional Military Conduct

The Directorate Professional Military Conduct (DPMC) is the strategic level planning and coordination staff leading the Canadian Armed Force’s (CAF) institutional change efforts to address sexual misconduct and promote a focus on the dignity and respect of the individual.

As the strategic level planning and coordination staff, DPMC receives the expert guidance and recommendations of the Sexual Misconduct Response Centre (SMRC) and translates these, as applicable, into recognized instruments of CAF policy and direction, including institutionalized training.

When developing policy and direction, DPMC consults with all necessary CAF and departmental stakeholders, including the SMRC, to ensure comprehensiveness and clarity of content, and to identify and overcome barriers to implementation, whenever possible.

Once implemented, DPMC fulfils a stewardship function, in cooperation with stakeholders, monitoring and evaluating components of the CAF to ensure a common understanding and application of policy, administration, and training.

DPMC also advises the CAF chain of command on policy and the application of administrative processes related to sexual misconduct.

The Director General Professional Military Conduct reports to the Chief of the Defence Staff through the Vice Chief of the Defence Staff.

The Sexual Misconduct Response Centre

The CAF’s efforts are informed, guided and monitored by subject matter experts in the Sexual Misconduct Response Centre (SMRC), which was established under the Department of National Defence but is independent from the CAF chain of command. The SMRC was established according to the recommendations from the 2015 External Review into Sexual Misconduct and Sexual Harassment in the Canadian Armed Forces (conducted by former Supreme Court Justice Marie Deschamps).

The Sexual Misconduct Response Centre (SMRC) is a recognized centre of expertise that delivers or facilitates access to support services to CAF members who are affected by sexual misconduct. It also provides independent guidance and recommendations to the CAF to shape and evaluate CAF policies and programs to eliminate sexual misconduct.

Operating Agreement between the CAF and the SMRC

While the CAF and the SMRC are independent organizations, they are committed to the same goal—addressing sexual misconduct in the CAF and supporting those affected by it. To coordinate the efforts of DPMC and SMRC, while respecting the independence of the SMRC, the two organizations have established an Operating Agreement Concerning Expert Advice and Support Services for the CAF Response to Sexual Misconduct.

Advisory Committees

The CAF and the SMRC have both established committees to ensure Operation HONOUR is expertly informed. These committees meet regularly to discuss issues and to provide feedback on policies, programs and training.

Operation HONOUR Steering Committee

The purpose of the Operation HONOUR Steering Committee is to provide a forum for the chain of command to inform, provide input, and discuss Operation HONOUR. The Steering Committee helps ensure that CAF policy and program development is properly informed across the institution. The committee comprises representatives selected and delegated at the Level 1 Deputy Level to represent their Level 1. The Executive Director of the SMRC is an ex-officio member of the Operation HONOUR Steering Committee to ensure all meetings and decisions are directly expertly informed. Non-Commissioned Members Working Group

The Non-Commissioned Members Working Group (NCM WG) is a subordinate organization of the Operation HONOUR Steering Committee. The NCM WG provides a voice for non-commissioned members, who constitute the largest proportion of enlisted members of the CAF. The NCM WG provides perspectives on the DPMC's efforts to meet the CDS' intent, and perspectives and recommendations in to the development of processes and products. Operation HONOUR Training and Education Standardization Working Group

The Operation HONOUR Training and Education Standardization Working Group provides strategic guidance, standardization oversight, and coordination for Operation HONOUR-related training and education.

Our training program is based on the findings in the Operation HONOUR Training Needs Assessment and Framework (accessible only on the National Defence network). This assessment confirms the extent of performance gaps created by ineffective sexual misconduct education and training interventions. It also offers education and training solutions, as well as recommendations to improve performance.

External Advisory Council (Established by SMRC)
