Training overview

 

For members selected for deployment on a United Nations mission, the United Nations Core Pre-deployment Training Materials (CPTM) is a requirement and Canadian Armed Forces (CAF) members can complete this training on the Defence Learning Network (DLN) at home or in the office.

The United Nations Military Observer (UNMO, formerly PSOC, and UNMEM) course, is UN Certified and is a pre-requisite for deployment for Canadian personnel on UN missions around the globe, categorized as either UN Military Observers (UNMO), Military Liaison Officers (MLO) or UN Military Advisors (MILAD). The course is run twice times a year at our facilities in Kingston, ON. The aim of this course is designed to enable candidates to perform the duties of an UNMO within a UN Multi-dimensional peacekeeping force. The cutting-edge training we provide our students has enabled PSTC to become a world-recognized leader in Peacekeeping Training. We leverage our unique position to form partnerships with like-minded facilities around the world to develop instructor and student exchanges in order to ensure that we have access to the most contemporary policies, procedures and best-practices with regard to the training related to Peacekeeping Operations.  

Aim:

The course is designed to enable personnel from the CAF and other countries to perform the duties of a UNMO United Nations Military Observer within a UN Multi-Dimensional Peacekeeping Operation.

UNMO content is based on the UN requirement for Military Observers. The course consists of the following:

UN MO Objectives: 

Operate Within the UN Construct

Operate within the UN by demonstrating an understanding of UN Peace keeping Operations, and identify Mandated Tasks and responsibilities of PK Personnel.

Maintain Force Protection in a UN Environment

Member will maintain force protection in a UN environment by assessing threats and operational vulnerabilities and maintain Operational Safety and Security.

Perform Team Site/Operating Base Function

The member will establishment and operate a Team Site/Operating Base and its management.

Provide Factual Information on the UN Environment

Provide factual information on the UN environment by conducting Observation Post duties/tasks, conducting patrols and analyzing Information gathered culminating in reporting information relevant to the Mission.

Conduct Liaison

Conduct liaison tasks to include the planning, preparation, interaction with Mission Actors, and perform Post-Liaison Drills.

Conduct Negotiation

Conduct negotiations tasks to include planning, preparation, and execution of a negotiation with Mission Actors.

Conduct Inspections/Verifications

Conduct Inspections/Verifications to include the planning, preparing and execution of Inspections/Verifications tasks concluding in Post -Action Drills.

Conduct Investigations

Conduct the planning, preparation and execution of investigations in the UN context.

Prerequisites and Eligibility

This qualification is specific to members deploying on a UN mission and is limited to Officers and selected senior Non-Commissioned Members (NCM) of any occupation (Regular or Primary Reserve) as well as officers from all UN countries.

Joining Instructions:

Please note, CAF members are required to attend an additional week of “delta training” prior to starting the UNMO course. For more information, please contact PSTC Ops: PSTC-CFSP@forces.gc.ca. The “Delta package” is for CAF members only.
