The education provided to our senior non-commissioned members (NCMs) is delivered through four distinct programs relevant to specific ranks.

Programmes

Intermediate leadership programme (ILP)
Petty Officers 1st class (PO 1) and Warrant Officers (WO)

Intermediate leadership programme

As part of the CAF Professional Development System, the Intermediate leadership programme (ILP) aims to prepare future Petty Officers 1st class (PO 1) and Warrant Officers (WO) to fully assume the leadership, management, and supervisory roles associated with their rank.

As a national program, the ILP brings together experienced CAF members from all environments. This diversity fosters the creation of a genuine peer learning community in which the sharing of experiences, networking, and collaboration contribute to the collective development of organizational competencies.

The professional military education delivered during the ILP places learners in authentic learning situations that promote engagement and the transfer of acquired competencies to their professional environment. This andragogical approach is learner-centered and emphasizes active learning, problem solving, teamwork, and collective reflection. Learning assessment combines diagnostic, formative, and summative activities, ensuring continuous monitoring of competency development. The programme is divided into two complementary phases: distance and residential learning.

Finally, the ILP reflects the CAF’s commitment to developing adaptive, ethical, and competent leaders capable of evolving and guiding their teams in dynamic and demanding environments. It represents a decisive milestone in the career path of senior non-commissioned members, strengthening their identity as leaders in service of the organization, their subordinates, and Canada’s fundamental values.

Distance learning

The distance learning phase lasts 10 weeks (7.5 hours per week). It is facilitated by civilian instructors and delivered primarily in an asynchronous format, with a limited number of synchronous activities. This phase focuses on the development of the following competencies: communication, analytical thinking, organizational knowledge, and commitment to military ethos. Learners take part in various learning activities that enable them to apply and further develop the targeted competencies.

Residential learning

The residential learning phase takes place at the Non-Commissioned Member Leadership College in Saint-Jean-sur-Richelieu. Lasting 3 weeks (125 hours), this intensive training is led primarily by military instructors, with support from civilian teachers and subject-matter experts. This phase supports the development of the following competencies: ethical reasoning, planning and organizing, personnel and resource management, stress management and resiliency, developing self and developing others, action orientation and initiative, adaptability, communication, teamwork, and interpersonal relations. The training is based on a combination of varied activities such as case studies, guided discussions, interactive lectures, workshops, and team projects.

Advanced leadership programme (ALP)
Chief Petty Officers 2nd class (CPO 2) and Master Warrant Officers (MWO)

Advanced leadership programme

The Advanced leadership program (ALP) reflects the CAF's commitment to developing leaders with strong cognitive abilities and a meaningful understanding of contemporary issues. These leaders must be capable of exercising sound professional judgment in order to address the complex, ambiguous, and constantly evolving challenges that characterize the 21st-century security environment.

The objective of the program is to equip learners with the essential competencies required for effective leadership at the ranks of Chief Petty Officer 2nd Class (CPO 2) or Master Warrant Officer (MWO). The training is designed to guide participants through the transition from people-centred leadership to leadership focused on the organization and its institutional objectives. The ALP therefore represents a critical stage in the professional development of senior non-commissioned members, strengthening their identity as committed leaders in service of the organization, their subordinates, and Canada’s core values.

Distance learning

The ALP is currently offered entirely through distance learning over a ten-week period, totaling approximately 80 hours of instruction. This flexible format allows participants to balance professional development with the demands of their service.

The program is jointly supported by a civilian teacher and a military instructor who accompany participants throughout their learning journey. This instructional team ensures a balance between academic and military perspectives, while providing individualized feedback to support each learner’s progress.

Training is delivered primarily in an asynchronous format, which promotes autonomy and in-depth reflection, while incorporating targeted synchronous activities. These moments of direct interaction between participants and members of the teaching team enhance collaboration, the sharing of experiences, and the development of a dynamic learning community.

Learning activities are centered on a professional issue rooted in the learners’ operational reality and are designed according to a rigorous methodology. Whether formative or summative, these activities support the continuous development of key competencies such as communication, analytical thinking, action orientation and initiative, and innovation.

Senior leadership programme (SLP)
Chief Petty Officers (CPO 1) and Chief Warrant Officers (CWO)

Senior leadership programme

The aim of the Senior leadership programme (SLP) is to prepare prospective chief petty officers 1st class and chief warrant officers (CPO 1/CWO) for higher institutional responsibilities in leadership, staff and senior advisory positions. The CPO 1/CWO occupies a unique position within the framework of the CAF. The traditional role of the CPO 1/CWO has been to act as the custodian of the NCM corps, and as a co-steward of the CAF profession of arms. The SLP stresses the tasks which are not dependent on the Military Occupation Codes inside sectors of responsibilities. In the same way, it is taught so as to promote the commitments entered into by the CAF towards self-awareness, continuous learning and improvement through education and self-development.

The SLP is delivered in two phases: a first phase in distance-learning and a second phase in face-to-face learning at the Osside Institute on the site of RMC Saint-Jean.

Distance learning

The distance learning phase of the SLP consists of a ten-week asynchronous course, which means that candidates may complete it at their own pace prior to attending the face-to-face learning phase of the programme. This learning mode is thus a flexible and effective way to learn without having to attend classes or adhere to a strict timetable. Following registration, the candidate will receive a course manual with all the information, lessons, reading material, and instructions for course assignments. For the duration of this course, candidates benefit from the guidance of a teaching staff who can answer questions and will correct the candidate’s assignments.

Though a variety of teaching methods including discussion forums, the modules cover topics such as institutional leadership, the conduct of operations in the CAF and the organization of both the Department of National Defence (DND) and the CAF.

Upon completion of the course, the candidate will be able to reach the following objectives:

  • explain the profession of arms in Canada;
  • describe the CAF Professional Development system;
  • describe the general system of war and conflict model;
  • identify the major concepts of the CAF Joint and Combined Doctrine;
  • summarize the organizational attributes of DND and the CAF;
  • summarize the role of the CAF as an instrument of Government policy.

Residential learning

The second 3-week phase of the SLP is delivered in face-to-face learning and takes place at the Osside Institute on the site of RMC Saint-Jean. The curriculum is based upon study, homework, syndicate and individual assignments, discussion and lectures given by both staff instructors and guest speakers. The main subject areas covered are:

  • leading the institution;
  • providing advice on the conduct of operations and activities;
  • providing input on a plan;
  • communicate orally and in writing;
  • manage departmental resources; and
  • policy.

In order to work effectively in a complex and uncertain military environment, all military personnel in the CAF must rely on intellectual resources and a specific skill set. The CAF requires officers and NCMs with outstanding intellectual ability, capable of effective command and possessing the leadership and management skills required in today's military context. This is why this course develops those abilities that will be useful to military personnel in areas other than the subjects covered by the course. These skills include the ability to do research, read specialized documentation, and write critically. While preparing their course assignments, the candidate will learn how to structure and explain ideas in the form of a rational argument based on concrete facts and reference material.

Senior appointment programme (SAP)
Chief Petty Officers 1st class (CPO 1) and Chief Warrant Officers (CWO) selected for Senior Appointments

Senior appointment programme

The aim of the Senior appointment programme (SAP) is to prepare senior appointment (SA) CPO 1/CWO for higher institutional responsibilities. The subjects covered include war theory and operations planning in the current security context, civilian-military governance, national security strategy and Canadian defense policy, as well as organizational culture and change.

The intent of the SAP is twofold: narrow the knowledge gap between the senior commanders and their CPO 1/CWO; and to develop SA CPO 1/CWO for higher institutional responsibilities in leadership, staff, and senior advisory positions. This programme provides the necessary tools for CPO 1/CWO in SAs to influence strategic CAF goals and objectives.

CPO 1/CWO in SAs are integral parts of higher level command teams. These mentors and leaders of the institution, with an increased span and scope of influence possess specific skills which are those acquired through tactical and operational level experience in their respective environment. CPO 1/CWO in SAs act as highly trusted advisors to their commanders and in order to fulfill this role, they must have a varied set of skills, expertise, attributes, and competencies. They are visionary change agents and leaders of leaders who act as confidants to the most senior officers within the CAF. These institutional leaders understand their role of custodian of the NCMs Corps and co-steward of the profession of arms. CPO 1/CWO in SAs deliver excellence at the tactical, operational and strategic levels, exemplifying the Canadian military ethos with its bonds of tradition, comradeship and mutual respect. They excel when challenged in situation characterized by risk and ambiguity, achieving success by responding to rapid changes and creatively integrating new ideas. The loyalty, courage and integrity of CPO 1/CWO in SAs are an example and source of pride for all CAF members.

The SAP is delivered in two phases: a first one by distance-learning and another one in face-to-face learning.

Distance learning

The distance learning phase of the SAP is conducted as a five-week asynchronous course, which means that candidates may complete it at their own pace prior to attending the face-to-face learning phase of the programme. This learning mode offers a flexible and effective way to learn without having to attend classes or adhere to a strict timetable. Following registration, the candidate will receive a course manual with all the information, lessons, reading material, and instructions for course assignments. For the duration of this course, candidates benefit from the guidance of a teaching staff who can answer questions and will correct the candidate’s assignments.

The distance learning phase is divided in three modules:

  • theories of war and operational planning in the current security environment;
  • civil-military governance, the national security strategy and canada's defence policy; and
  • organizational culture and change: the role of the CPO 1/CWO as an institutional leader.

Upon completion of this five-week course, the candidate will be able to reach the following objectives:

  • develop a functional competency in national and international organizational structures, their objectives, and relationships; et
  • act as an integral member of the command team.

The readings, discussion forums and final assignment will enable the CPO 1/CWO to acquire knowledge and further their analytical skills. The theoretical knowledge acquired during will prove useful in the face-to-face learning portion, where they will be able to put these skillsets into practice.

Residential learning

The second phase of the SAP is one-week and is delivered in face-to-face learning at the Osside Institute on the site of RMC Saint-Jean.

The SAP is designed in such a way to enrich the intellectual skills of those destined for higher appointments and to help them deal with problems of a conceptual and ambiguous nature as well as to achieve a better understanding of the challenges that will face their Commander.

International professional military education (IPME)

International professional military education

The Osside Institute is heavily involved in the North Atlantic Treaty Organization (NATO) Defence education enhancement programme (DEEP). This programme helps partner countries in developing and reforming their non-commissioned officer (NCO) professional military education systems and institutions. Osside Institute staff attend various DEEP conferences around the world and provide insight on how the CAF educates our senior NCM cadre and share best practices to enhance leadership development of allied militaries.

The CAF NCM Professional military education (PME) system is one of the best NCM PME programs within NATO and Partner countries. Many of these countries are trying to replicate our PME system into their own in order to professionalize their NCM Corps. Partner Nations are investing more into their NCM Corps and are turning to the NATO DEEP Team for assistance.

Non-Commissioned Member Leadership College professional education programme (OIPEP)

Non-Commissioned Member Leadership College professional education programme

The objective of the Professional education programme of the Chief Warrant Officer Robert Osside Institute of the Profession of Arms, established in 2020, is to provide the opportunity for duly selected senior NCMs, to acquire academic level training. This programme leads to a Certificate in International Studies offered by RMC Saint-Jean.

As stated in Duty with Honour: “In the Canadian Forces, all NCMs, especially senior NCOs, WOs, POs and CPOs, share leadership responsibilities and are required to master complex skills and gain extensive knowledge of the theory of conflict.”

Thus, the topics covered in this programme are directly linked to the characteristics of the profession of arms in Canada: responsibility, expertise, identity and professional ethics. Thanks to this multidisciplinary training, our selected senior NCMs deepen their theoretical background on major global issues and the complex situations they face in the practice of their profession. Our graduates are leaders who inspire and serve as examples to their subordinates, peers and superiors in the CAF.

Distance

Joining instructions – Distance learning (DL)

Aim

To provide students registered on distance learning (DL) programmes with the information needed to understand how the distributed learning portion will be conducted and who to contact for additional information or assistance. Visit the RMC Saint-Jean Website under the Osside Institute section for updated information.

Introduction to the programs

The programs are given to develop the senior NCMs in leadership roles.

Background

The Qualification Standard for the ILP, ALP, SLP and SAP was approved by the Canadian Defence Academy which assumed responsibility for all CAF common professional development.

The aim of these DL courses is to provide individuals with the basic tools (skills and knowledge) necessary to perform their duties at the rank of PO 1/WO, CPO 2/MWO and CPO 1/CWO.

These DL courses represent significant change in the approach being taken by the CAF to educate the NCM Corps. It is designed in part with a view to improving the quality of life of the students by allowing them to spend more time at home and less time at a training establishment. This is achieved through the employment of distributed learning teaching methodologies and technologies.

The DL courses are designed to give students some of the background knowledge required to successfully complete the residential portions of the ILP, SLP and SAP (the ALP is solely delivered by DL). As such, candidates must have successfully completed the DL portion of the programme before they can be registered on its residential portion.

Conduct

In accordance with DAOD 5031-8, candidates are entitled to the equivalent of 10 training days for the ILP DL, 10 training days for the ALP, 10 training days for the SLP DL, and 7 training days for the SAP DL to complete their course requirements. As such, they are not available for any duties during these training days at their home units. The onus clearly rests with the candidates to ensure they establish an unhindered and non-disruptive work environment. You must complete and sign the Unit Agreement Form and the Candidate Registration Form with your immediate supervisor and return them to us as per the course loading message’s instructions. That being said, candidates who are not supported by their chain of command in this regard are to contact, their course’s Programme Director (see Annex A).

Forms: A signed copy of the Unit Agreement Form and the Candidate Registration Form are to be sent to the Osside Institute’s DL Administrator (refer to see Annex A for contact information).

Moodle Learning Management System: The DL courses consist of a scheduled reading and a work programme that will be delivered to the students using a web-enhanced format via Moodle. Candidates will receive a registration message on the Moodle 10 days before the start of the course.

Defence Wide Area Network (DWAN)
Internet

DL teachers: Each candidate will be assigned a teacher. ALP candidates will also be assigned a military Directing Staff. Candidates will be contacted by their teacher in the week prior to the course start.

Course material: Course material will be available online as per the schedule start date.

Essential communication

Lines of communications are vital to a successful experience on any of the Distance Learning courses. Candidates must communicate regularly with their respective teacher in order to assure the smooth conduct of the course. This essential information, to the teaching staff, will create the desired outcome which will prevent unwarranted administrative procedures. The Programmes’ Cadre are accommodating when intent is known:

  1. Intention to withdraw from the course; teachers have to be made immediately aware as requests will not be approved past week 3 unless extraordinary circumstances apply; otherwise failure to training will be considered;
  2. Deadline extension requests must be submitted to your teachers in advance. Work submitted past agreed deadlines will lead to the start of the counselling process. Any deadline extension request of more than 7 days must be authorized by the Programme Director;
  3. Periods during which the candidates will not be able to communicate with the teacher must be indicated immediately.

Teachers will communicate to the candidates under their responsibility their respective availabilities.

Special instructions – GBA+ prerequisite on-line training

Reference A Completion of the on-line training “GBA+” is now a prerequisite for following CAF common professional development programmes, which includes all programmes taught through the Osside Institute.

As such, you are all required to complete the mandated training prior to commencing the DL phase of your respective programme (ILP, ALP, SLP, or SAP). Your supervisor is required to attest that you have completed this training on the Unit Agreement Form.

Learning disability accommodation

Accommodations for learning disabilities can be requested in accordance with the DAOD 5516-5, Learning Disability Accommodation during Recruiting, Training and Education. All accommodation requests need to be approved by the Director – Personnel Generation Requirements (DPGR) through the candidate chain of command.

Academic misconduct

Plagiarism

Plagiarism is the use of another person's work without acknowledging the author/source with the intent to pass it off as your own. The verbatim or almost verbatim presentation of someone else’s work constitutes an example of plagiarism; this applies to paraphrasing or summarizing the work of others as well as direct quotations.

Cheating

Cheating is the act or attempt to give, receive, share or utilize unauthorized information or assistance before or during the writing of a text or examination. Examples of cheating include the presentation of a single work to more than one course without the permission of the instructors involved, the improper acquisition through theft, bribery, collusion or otherwise of an essay paper.

Other cases of academic misconduct

Falsification or unauthorized modification of a training or educational certificate or other record as well as obstruction of the training or educational activities of another person are further examples of academic misconduct that will not be tolerated.

Consequences

Any academic misconduct could entail the following consequences:

  • the ordering of the completion of an honest assignment;
  • the removal from the course or institution;
  • other administrative action in accordance with regulations, other DAODs, orders or instructions;
  • disciplinary action under the Code of Service Discipline.

If an academic misconduct occurs, the Osside Institute Chief Instructor will initiate a preliminary review. The findings will then be presented to the Osside Institute Director for further recommendations. He can then decide to set up a Preliminary Review Board, inform the RMC Saint-Jean Commandant, and take the necessary administrative action. The findings will be submitted to the candidate’s Unit Commander for further action, if necessary.

Annex B – Technical specifications

Moodle

Candidates will need to activate their Moodle account prior to the beginning of the course. The instructions can be found in the email sent by the Moodle administrator. It is also strongly recommended that candidates familiarize themselves with the platform’s navigation. If you cannot access the platform, please inform your teacher as soon as possible in order to resolve the situation quickly, preferably before the start of the course.

Moodle is an online Learning Management System (LSM) accessible through a web portal. This platform does not require installation and is functional on a wide variety of devices (PC, Mac, smartphone, tablet). In order to take full advantage of Moodle, the technical specifications for use are:

  • Recent and up-to-date browser;

Zoom

Despite the vulnerability found in Zoom, the Canadian Defence Academy approves the use of this platform within the security guidelines as an instructional media platform.

This videoconferencing platform is not available from a DWAN work station.

Candidates must have an active account for the use of the zoom videoconference platform. If you do not already have a Zoom account, you must register for free before the course start and download the app from: “Google Play” or the “Apple App Store”. While downloading the Zoom app is not necessary, its installation on your device assures an optimal experience and avoids many issues. It is strongly recommended that candidates install the software on their personal computer before the beginning of the course. It is also possible to install it on mobile devices, such as smartphones or tablets, but the experience of using the mobile version of the app is less user-friendly.

Candidates must make sure when creating their Zoom profile, that your Display Name must be your first and last name only. You must be easily identifiable in order for your teacher/instructor to grant you access to learning activities held on Zoom. It is expected that candidates familiarize themselves with Zoom prior to the start of the course. If you have questions regarding the use of the application, please communicate with your teacher/instructor as soon as possible.

Other required software

The teachers and staff of the Robert Osside Institute are working constantly to innovate in order to improve the learning experience of its candidates. In order to fully appreciate the efforts that were made and to participate entirely in the learning activities, candidates must make sure to possess the required software. No software is provided by the Robert Osside Institute. The required software is:

  • A PDF reader software (example: Acrobat Reader, FoxIT Reader, PDF reader, etc.)
  • A software office suite allowing the consultation of Word, Excel or PowerPoint document (example: Office, Open Office, etc.)
  • A MultiMedia player, usually included in the operating system. But other options are available (example: VLC, QuickTime, RealPlayer, etc.)
  • A file compression/decompression software, usually included in the operating system. But other options are available (example: 7zip, WinRAR)

Joining instructions – Residential learning (RL)

General

These instructions will aid learners in their preparation for travel to the Chief Warrant Officer Robert-Osside Profession of Arms Institute (Osside Institute) at Fort St-Jean, as well as help make their stay as beneficial and pleasant as possible. More detailed information will be given on the first day of the program.

Introduction to the programs

The programs are given to prepare Senior NCMs for leadership roles.

Autobiography (not applicable to SAP)

In an effort to become better acquainted, we ask that you write an autobiography of 500 words or more in the third person with an embedded passport style picture. This autobiography is to be sent to your directing staff on Friday the week prior to the course.

Dress – General

The highest standard of dress is demanded. It is unacceptable for a learner to report for training with unsatisfactory or incomplete items of kit. You must ensure that your dress is in excellent condition in accordance with dress regulations A-DH-265-00/AG-001, CAF Dress Instructions. All items must be clean, pressed if applicable, and of approved service uniform pattern.

Dress for the course:

  • ILP: Operational dress (ECU/CADPAT/NCD/Coverall) (Course picture with beret, for all occupations). Navy fleece is not authorized for wear. Business / smart casual for Meet-and-Greet at the mess
  • SLP: The dress for the SLP will now be operational dress (CADPAT) for the entire duration of the course, except for the first day, which will remain business casual attire (jeans are not permitted). For the course photo, the required headdress will be the beret, regardless of military environment (RCN, CA, RCAF).
  • SAP: Wear 3B. The 3C can also be worn only as an optional dress, weather dependent.

Note for all programmes

  • DEU’s 1, 1A and 3A are not required for this course.
  • Since mandatory functions will occur at the Vieux Mess, learners are expected to comply with the dress code.

Computer support

ILP learners shall have a working ECN account prior to arriving on course.

PP&S will NOT be provided. Learners shall bring their own material.

Maximum use of technology is highly encouraged.

Between the time of your arrival and the beginning of the course, no network account information will be handed to you to access the Internet, even for personal devices. On the first day of the course, each learner will receive a laptop and a network account, which will allow connectivity to the Internet via the RMC Saint-Jean educational network (EDUNET). The computer provided is equipped with Windows 10 operating system and the 2010 Microsoft Office suite. Vast majority of the course is computer based.

Note: you can use the same credentials later to access the Internet with your personal Wi-Fi devices. To do so, you will have to select CFSJ-INTERNET among the available Wi-Fi networks on the site. Once connected, you will have to open any web page and you will then be redirected to an authentication page in which you will enter your credentials. This will grant you access to the Internet.

Please note that learners will be provided a laptop with basic items, but no supplementary equipment will be loaned, such as cabling.

Also, it will be possible, if needed, to connect to the DWAN using one of the common computers available in rooms 3001A and D3048A in the De Léry building.

  • Candidates will receive a Moodle invitation from Admin User (via SMC ACADEMIC LMS) before the start of the course with instructions on how to retrieve their Moodle account.
  • If you cannot find the message, it may have been identified as spam. Please check the spam directory.
  • Moodle support by email at CMRSJ-Moodle@cmrsj-rmcsj.ca.

Manual recovery procedure

  1. Go to the portal;
  2. On the Moodle Client, click on the link: Forgot your password?;
  3. Enter your personal email address used to register for your course and click search;
  4. You should receive a new e-mail with the information necessary for recovery. Don't forget to check your spam folder;
  5. If the manual recovery did not work:
    1. Contact Moodle support;
    2. In order to comply with computer security rules, please do not send your username and password;
    3. Your name, email address and a brief description of the problem are sufficient.

Course dates and attendance

Course dates as advised in your loading message are firm. No exceptions will be made.

Date/time of arrival: Unless a transportation restriction exists, learners must arrive at RMC Saint-Jean one day prior to the beginning of the course.

Learners must attend all scheduled periods. The maximum missed periods shall not exceed 10% or 1.5 days (12.5 hrs) of instructions. Learners are responsible for working with their respective Directive Staff to make up any missed periods. Learners who miss more than 10% of the residential phase of the porgramme according to scheduled content shall be subject to a Progress Review Board as per Osside Insitute Standard Operating Procedures.

Learning disability accommodation

Accommodations for learning disabilities can be requested in accordance with the DAOD 5516-5, Learning Disability Accommodation during Recruiting, Training and Education. All accommodation requests need to be approved by the Director – Personnel Generation Requirements through the learner chain of command.

Physical fitness

We encourage you to take advantage of the campus recreation opportunities and to continue any fitness programme you follow at your unit.

RMC Saint-Jean offers, through a civilian private club, provide many opportunities for sports and leisure facilities, including gym, badminton grounds, squash, racquetball, basketball, volleyball, indoor pool, arena, fitness room, and weightlifting. Learners have access to this civilian club. This service is free for military personnel presenting their magnetic badge. Shoes with soles that leave marks are prohibited in the gym.

Note: ILP learners, if you have a temporary or permanent medical category, contact your Pl Comd or your respective Directing Staff as indicated in the welcome letter you will receive the week prior to the programme beginning.

Religious services

There are no religious services at CMRSJ proper. There is a multi-confession room and a Padre on site.

The religious services for military personnel are provided at the “Mega”, room 113 at the Saint-Jean Garrison. The bilingual Protestant service is on Sunday from 10:30 a.m. to 11:30 a.m. and the RC Mass, (bilingual), is Sunday from 9:00 a.m. to 10:00 a.m. Other churches and religious services are located throughout the area.

Commercial facilities

"Mini" Canex is located in the De Léry Pavilion. It is open from Monday to Friday, 7:30 a.m. to 4:45 a.m.

Registration

The registration form is to be forwarded not later than 30 days prior to course start date by sending an e-mail to the email addresses provided on the registration forms.

In the event of a refusal to participate on the programme, the unit commanding officer’s (CO) approval must be forwarded to the appropriate career manager, info CDA HQ/DP 3 Desk Officer (for the ILP) or DP 4 Desk Officer (for the SLP and SAP), and +CMRSJ-lnstitutOsside@forces.gc.ca. Without a CO’s approval, a learner who does not show up for the course will automatically receive a failure.

A deferral form is available on the Osside Institute Intranet Website, you will find it in the left menu under Registration, Osside Institut - Registation - Residential.

Claims and travel arrangements

Reference: Canadian Forces Temporary Duty Travel Instruction (CFTDTI)

Claims, as well as travel arrangements, including arrangements for the return must be completed in accordance with CFTDTI (Ref) by the unit.

All Cost Comparison for members travelling via private motor vehicles (PMV) will be sent to the Osside Institute for approval +CLMR-Admin@CLMR-NCMLC@ST-JEAN CLMR-Admin@forces.gc.ca.

A scanned copy of finalized claim, with cost comparison, shall be forwarded not later than 30 days after course end date to +CLMR-Admin@CLMR-NCMLC@ST-JEAN CLMR-Admin@forces.gc.ca.

Cost comparison

When the learner is authorized to use their Private Motor Vehicle (PMV), they must prepare a cost comparison in accordance with the Director General Compensation and Benefits (DGCB) policy on “cost comparisons.” The cost comparison, accompanied by duly named supporting documents, must be submitted for approval at least two weeks before the start of the temporary duty (TD) to: +CLMR-Admin@CLMR-NCMLC@ST-JEAN CLMR-Admin@forces.gc.ca.

Include this information when submitting your request:

  • Course number
  • Course date
  • Member’s SN
  • Member’s full name

Do not use car rental to compare costs.

The following rates for taxi fares to Montreal/Saint-Jean should be used for cost comparison:

  • From PET Airport to RMC Saint-Jean: $125.00
  • From RMC Saint-Jean to Montreal PET Airport: $0.00 (shuttle provided)
  • From Montreal Central Station to RMC Saint-Jean: $80.00
  • From RMC Saint-Jean to Montreal Central Station: $80.00

Transportation – Private motor vehicle (PMV)

If the learner is permitted to use his PMV, it will be paid the kilometer rate based on the province of registration of the vehicle and compared to the average of the most economical commercial transport, according to the DGCB policy on "Moving on a personal vehicle at the request of the military."

Transportation – Rental car

Car rental will not be authorized. It does not meet CFTDTI regulations, as rental car is not the most economical and practical mode of transportation.

Transportation – Crown vehicles

If the learner is requesting to use a Crown vehicle, Article 7.34 and 7.35 of the CFTDTI will apply. TD cost for a driver will not be authorized.

Commercial transportation

Learners who travel by air or by train must obtain a Travel Authority Number (TAN). The request must be sent by email to CLMR-Admin@forces.gc.ca.

When submitting the request:

  • Provide a flight or train itinerary quote from the Shared Travel Services (STS) portal, including the exact date and time, at least two weeks prior to the start of the course.
  • The booked flight or train itinerary must match the approved quote.
  • If only the price changes (same flight/same train itinerary), no new request is required.
  • If the flight or train itinerary is no longer available, a new approval request must be submitted.
  • Send a copy of the booked ticket once the reservation is confirmed.

Please include the following information when submitting your request:

  • Course number
  • Course dates
  • Member’s service number
  • Rank
  • Member’s full name

Transport – Air travel

If the learner is requesting to use Air travel, Article 7.30 & 7.31 of CFTDTI will apply. Commercial flight reservations should be made as far in advance as possible, no later than 15 days prior to the course start date. Learners are expected to arrive at RMC Saint-Jean the day before the course starts. No shuttle will be provided from the Montreal Airport to RMC Saint-Jean; learners are to utilize a taxi ($125.00) to travel from the airport to RMC Saint-Jean.

The return flight reservation must be made to correlate with the shuttle schedule. All learners must use the shuttle to get to the airport. Any extra charges/fees resulting from a flight change request will be the responsibility of the member’s unit. Allow a minimum of 4 hours between the shuttle departure time and your scheduled return flight time in order to accommodate time to travel to the airport (Montreal traffic), complete check-in and pass through airport security. Ensure you do not book any flights before 20hrs EST of the last day of the programme as schedules are subject to change at short notice.

  • First Airport Shuttle departure: 6:00 p.m. (course end date)
  • Second Airport Shuttle departure: 5:00 a.m. (next day)

Learners travelling by commercial transportation are reminded that, since the equipment required for the course does not exceed the carrier's authorized limit, the claim for excess baggage will not be permitted. Learners travelling by commercial transportation are reminded that, as per CANFORGEN 110/14 CMP 047/14 071213Z JUL 14, active and retired members of the CAF benefit from additional check baggage. Refer to the message for details.

Transport – Train

If the learner is requesting to use Train, Article 7.31 & 7.32 of CFTDTI will apply. Via 1 is authorized. Montreal Central Station is usually used. Allow a minimum of 3 hours between the time the course ends time and your schedule return train time in order to accommodate time to travel to the train station (Montreal traffic), complete the check-in and pass through any security check.

Route letter

Reservists only: You will send the electronic route letter to +CLMR-Admin@CLMR-NCMLC@ST-JEAN CLMR-Admin@forces.gc.ca and the paper copy will be collect by your DS during Day 1.

Rations and quarters

All learners will stay and eat on site at RMC Saint-Jean. Rations and Quarters will automatically be reserved, covered by the Osside Institute, for all learners during the course (Sunday before the course until last Saturday noon at end of the course). On Individual Travel Authorization (ITA) please write $0.00 for costs of R&Q.

Dinning Facility (Dextrase) operating hours:

Monday to Friday: 0630/0830 – 1100/1300 – 1700/1900; and

Saturday and Sunday: 0800/1000 – 1130/1300 – 1700/1900

Learners will eat at the “Dextraze Pavilion,” will stay in the Pavilions Montcalm, Galissonnière or Maisonneuve in individual rooms, with a refrigerator, television and cable. Towels are also provided for the duration of the course. Free Internet (Wi-Fi) is available in all pavilions.

On each floor there is a laundry room, irons, and ironing boards. Accessories for washing are not provided. Learners should bring their hangers and an alarm clock. The rooms are maintained by the Corporation du Fort Saint-Jean.

A phone will be available in your room, local calls are free. The cost of long-distance is $20.00 for 400 minutes. If you choose this method, you must provide $20.00 in an envelope on the first morning to activate this service. There will be no refunds for unused minutes. Remember that the CAF members are tenants on the site and are subject to the sharing of facilities as well as any other civilian organization.

Reporting-in location

Upon arrival, learners must present themselves to “Accueil” located at the main entrance of the DeLéry Pavilion. The opening hours are Monday to Friday from 7:00 a.m. to 8:00 p.m. and on weekends 10:00 a.m. to 8:00 p.m. Outside of these hours, learners can obtain their keys at the commissionaire’s office located at the main gate of RMC Saint-Jean. You will receive an envelope with your keys and magnetic tag (which is used as a ration card) and any information needed for the first day. The magnetic tag provides access to Dextraze Pavilion (dining room), DeLéry building, the gym and the Drill Hall (building C-16).

SAP: The first day, the learners will present themselves at the "Bobby Girouard" auditorium, De Léry Pavilion (3rd floor, Room E3066) for 8:00 a.m.. If you need help, speak directly to senior executives.

SLP: The first day, the learners will receive a Welcome Brief at 7:30 a.m. in room Grand Fort of Dextraze Pavilion (mess hall). They will be able to take their breakfast from the main hall into the Grand Fort room as they’ll receive the briefings over breakfast.

Then, they will present themselves at the "Bobby Girouard" auditorium, De Léry Pavilion (3rd floor, Room E3066) at 8:55 a.m.. If you need help, speak directly to senior executives.

ILP: The first day, the learners will present themselves in the CMRSJ auditorium at 7:30 a.m., of DeLéry pavilion (access via 2nd floor, room C2037, or 3rd floor, room C3038).

Mess

All learners will be members of the “Vieux Mess” for the duration of their residential programme, with all privileges accordingly.

Mess dues for the duration of the learner's stay is $21.00, if and only if, the programme is in location on the 1st of a month. If the first of the month is not part of the course dates, then the learner does not pay any mess dues at the Vieux Mess.

Reg F members: Mess dues will be automatically deducted from their pay by the mess software “Prophet”.

Res F members: Shall pay their mess dues directly at the Mess Manager's Office with credit or debit card.

All learners will receive a receipt to be reimbursed for one month of Mess Dues at their home unit.

Proper dress, business/smart casual, for the mess is always expected from learners.

Leave

If learners wish to take annual leave at the end of the course, a Leave Request (CF 100) has to be completed and approved by their home unit.

Annex D – Autobiography

In an effort to become better acquainted, we ask that you write an autobiography of 500 words or more in the third person with an embedded passport style picture.

The biography must be posted on the course Moodle page and must not be sent to the instructional staff.

The autobiography and photograph will be treated as confidential and will be read only by those involved in your training. It is designed only to help your Directing Staff to get to know you.

Annex F – Myers–Briggs Type Indicator (MBTI)

MBTI ILP INSTRUCTIONS

The Myers–Briggs Type Indicator (MBTI) Assessment is a psychometric tool that is used to enhance self-awareness and support leader development on the ILP. The assessment is administered by certified MBTI Practitioners and coaches that work for the Osside Institute. The MBTI process from assessment to getting your own Report is confidential, meaning your answers to the questions and your report are not shared with anyone else but you. You owe the information in this report.

The assessment is to be completed no later than the Friday that precedes the start of the ILP course.

The MBTI Assessment Process: You can view this short video about the MBTI process to get a better understanding of assessment and of the way to get the most out of it.

In brief, you will get an email invitation to complete this MBTI Assessment in your personal email account on the Monday before the ILP starts. This gives you ample time to access the assessment and complete it before course start. Taking the assessment itself is a 30-45 minutes process online. Once you are done, your report will be emailed back to you 24 to 48 hours before the first MBTI Activity on the ILP.

How is the MBTI used on the ILP? The MBTI directly supports 3 activities on the ILP but also connects to key topics like Character Based Leadership, Mentoring, and Leadership theories. All of these will be broached during the programme. The MBTI also directly links up with CAF Competencies and with valuable soft skills. If you want to gain a deeper insight into how the MBTI is used and presented on the ILP, perhaps this video may be of interest.

Note: When registering for the ILP DL, the candidate is free to choose the language of instruction. However, for the residential or virtual portion, the training will be in the candidate’s official language, as per DAOD 5039-6, Canadian Armed Forces training and education in both official languages.
